Item Description:
The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB was founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund. The AfDB’s mission is to fight poverty and improve living conditions on the continent through promoting the investment of public and private capital in projects and programs that are likely to contribute to the economic and social development of the region. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).
Request for Expression of Interest
The Government of the Republic of Namibia has received financing from the African Development Bank towards the cost of the Transport Infrastructure Improvement Project, and intends to apply part of the agreed amount for this loan to payments under the contract for Consultancy Services for the Rail Sub-sector Institutional Setup Review Support.
The scope of services under this contract will include but not be limited to:
- Review the current institutional and organisational arrangement for the management of the rail sub-sector, the rail infrastructure, the human and technical resources of the Ministry of Works and Transport (MWT) and TransNamib Holdings Ltd (TNHL) – the national rail services operator.
- Develop institutional and organisational arrangements that would improve the management of the rail infrastructure and the safety of rail operations, and also support the MWT and TNHL in their implementation.
- Assess funding requirements for rail infrastructure maintenance and evaluate the feasibility of a dedicated rail fund (or similar) for securing sustainable funding for rail maintenance.
The Ministry of Works and Transport now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified and capable to perform the services: (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). CVs for the key staff for the assignment shall be included: (i) Team Leader; (ii) Railway Engineer; (iii) Institutional specialist; (iv) Legal Expert/Advisor; (v) Financial Expert. Consultants may constitute joint-ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure (QCBS) shall be in accordance with the African Development Bank’s ‘Procurement Policy and Methodology for Bank Group Funded Operations (BPM)’, dated October 2015 which is available, which is available on the Bank’s website at http://www.afdb.org.
