Provision of Development, Specialised Services, Technology Solutions, Support Services in IT Software – DSTS 2

Item Description:

The European Asylum Support Office (referred to below as the contracting authority) is planning to award the contract resulting from the above procurement procedure. The procurement documents consist of the contract notice, the invitation letter, the draft contract and tender specifications with their respective annexes. All documents are available in the attached ZIP File.

Overall Objective

EASO is launching the present Call for Tenders for the Provision of Development, Specialised services, Technology solutions and Support services in IT Software (DSTS 2) to address upcoming information and application software needs.

The objective of the Framework Contract will be to ensure the legal means to contract consulting/implementing services for software, systems, and project development. This Framework Contract will be divided into 2 distinctive lots and will be implemented via Quoted Times and Means, and Fixed Price modalities.

Purpose

The purpose of the Framework Contract will be to contract consulting/implementation services for software, systems, and project development.

Deliverables

This Call for Tenders aims at selecting contractors for the provision of Development, Specialised Services, Technology Solutions and Support Services for Software and IT environments. These will be divided into 2 specific Lots, thus described:

Lot 1: IT Projects & Applications

Profiles under this lot would be involved in the entire variety of implementing new applications, implementing major enhancements and new versions for existing applications, and performing application lifecycle maintenance activities. Prince2 methodology, industry renowned SDLC and architecture concepts, and technology footprint (outlined in section 4.4 of the Technical Specifications) are leveraged to achieve successful outcomes in this area.

Lot 2: IT Infrastructure, Operations & Security

Profiles under this lot would be involved in new and ongoing activities in the IT infrastructure and Operations area involving but not limited to Storage systems, Backup systems, Virtualisation systems, Network & Communication systems, and Operation & mission support systems. In addition, some profiles may be specialised in IT security areas to protect the IT infrastructure and daily operations.

For the lots described above, the services can be ordered in two service models:

• Quoted Times and Means (hereinafter also referred as “QTM”)
• Fixed Price (hereinafter also referred as “FP”)

Within the context of these two (2) Lots, the Professional Profiles and the actual individuals carrying out the work will be required to produce various deliverables.
