Consultancy Services for Strengthening Revenue Reconciliation Function

The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB was founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund. The AfDB’s mission is to fight poverty and improve living conditions on the continent through promoting the investment of public and private capital in projects and programs that are likely to contribute to the economic and social development of the region. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).

The Government of South Sudan has received a financing from the AfDB towards the implementation of the Non-Oil Revenue Mobilization and Accountability in South Sudan (NORMA-SS) Project and intends to apply part of the agreed amount of this loan to payments under the contract for hiring an individual consultant to provide Consultancy Services for Strengthening Revenue Reconciliation Function at South Sudan National Revenue Authority (NRA).

Under the direct supervision of the Commissioner General of NRA, the Consultant will undertake the following specific tasks: Document the tax payment procedures and practices at the Customs Revenue Division and at the Domestic Tax Revenue Division; Document exiting revenue reconciliation procedures and practices at the Domestic Tax Revenue Division (e.g. taxpayers accounts with payments records), the Customs Revenue Division (e.g. Customs releases and payment records) and at NRA headquarters (cashbook and bank statements); Assess the adequacy of exiting tax payment and revenue reconciliation procedures and practices and propose improvements based on regional/international best practices; Document the improved procedures in a form of a proposed Revenue Reconciliation Manual; and Conduct user training on the proposed Revenue Reconciliation Manual for a selected team of NRA finance staff.

The Ministry of Finance and Planning of the Government of the Republic of South Sudan invites Individual Consultants to express their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.).

The estimated duration of this assignment is Three (3) months and is expected to commence in January 2022.
