Item Description:
The United Nations Procurement Division in New York (UN/PD) seeks expressions of interest (EOI) from respective services providers to provide the below listed services for the UN Headquarters in New York for a period of one year, extendable as deemed required. The UN is aiming to engage a recognized professional and qualified “proof of vaccination verification entity”, capable of establishing a process fit for purpose but flexible enough to serve various needs going forward.
1. Services are needed for UNHQ Premises, defined as the complex of buildings (Secretariat, General Assembly, Conference, and Library included between 42nd and 47th streets) plus the UNITAR building.
2. Compliance with the proof of vaccination verification requirement is mandatory for various categories of persons arriving in person to receive UN grounds passes to be able to enter the UN premises. These categories of persons include: officials from Civil Society Organizations: Representatives of civil society organizations, Media including resident, non-resident correspondents and temporary media pass holders and the Visitors (Members of the public include participants in the guided tours; guests of Permanent Missions and Observer Offices to the United Nations; guests of UN staff members; guests of resident correspondents; and guests of special events at UN premises (e.g., UN Day Concert), including catered events in spaces managed by the catering contractor.
3. The procedure is based on the following principles:
a. The proof of vaccination verification process should be undertaken by qualified personnel.
b. Proof of vaccination verification should be undertaken in the Pass and ID office, before a person is cleared to receive a UN grounds pass. The process should be capable of implementing a combination of ’in- person’ verification with an electronic verification system, uploading certificates to be checked by trained staff remotely.
c. Capable resources need to be identified by the Organization to implement and maintain the solution.
d. The verification of proof of vaccination should not require verifying vaccine batch/lot numbers.
