    Item Description:

    The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB was founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund. The AfDB’s mission is to fight poverty and improve living conditions on the continent through promoting the investment of public and private capital in projects and programs that are likely to contribute to the economic and social development of the region. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).

    General Procurement Notice

    The ECOWAS Commission received a Grant of UA 2,000,000 from the African Development Bank through the Transition Support Facility Pillar III (Targeted Support Window) to finance the Project Streamlining Tax, Revenue Management, and Digitalization of Customs Administrations in 5 ECOWAS Countries.

    Objective of the Project

    The main objective of the Project is to provide technical assistance and capacity building to the Customs Administrations in 5 ECOWAS countries, namely Liberia, Mali, Niger, Sierra Leone, and the Gambia. The support will consist of : (i) establishing the interconnectivity of customs systems that allows the automated transmission of customs data in order to facilitate the movement of transit cargo along trade corridors in Mali and the Gambia; (ii) setting up a pilot tracking system for petroleum products in Niger; (iii) modernising the Customs information technology infrastructure, through system upgrade (ASYCUDA ++ to World) and roll out to support electronic data management to enable the Customs administrations of Liberia and Sierra Leone to strengthen their internal capacities by streamlining of tax and revenue management; (iv) facilitating the effective implementation of the ECOWAS Trade Liberalization Scheme which is a regional and cross border initiative on the movement of goods and services.

    Components of the Project

    The Project consists of the following four (4) components: (a) Technical assistance in Transit Management; (b) Upgrading and Rolling out of the Automated Systems for Customs Data (ASYCUDA) and Capacity building of Customs administrations; (c) ECOWAS Trade Liberalisation Scheme:

    Procurement Methods

    Procurement of goods and/or services will be in accordance with the Procurement Policy for Bank Group Funded Operations, dated October 2015, using the Bank’s Procurement Methods and Procedures. Bidding and Request for Proposal documents are expected to be available in (November 2020).
