The Global Fund to Fight AIDS, Tuberculosis and Malaria (the “Global Fund”) invites all potential suppliers (the “Bidders”) to submit proposals for the above-captioned Request for Proposals (RFP). This RFP is comprised of the following sections and attachments:
- Section 1: Terms of Reference
- Section 2: Proposal Requirements and Evaluation Criteria
- Section 3: Proposal Submission
- Section 4: Legal Matters
- Annex 1: Certificate of Conformance
Introduction
The Global Fund is a 21st-century partnership organization designed to accelerate the end of AIDS, tuberculosis, and malaria as epidemics.
Founded in 2002, the Global Fund is a partnership between governments, civil society, the private sector and people affected by the diseases. The Global Fund raises and invests nearly US$4 billion a year to support programs run by local experts in countries and communities most in need.
The Global Fund is a financing institution, providing support to countries in response to the three diseases; we do not implement programs on the ground. Global Fund staff, all based in Geneva, Switzerland, come from all professional backgrounds and more than 100 different countries.

In 2018, The Global Fund moved to a new location (The Global Health Campus – GHC) that is shared with four other International Organizations from the Global Health Sector. The GHC is located in Geneva (Chemin du Pommier 40, 1218 Le Grand Saconnex, Switzerland).
Background
The Global Fund is aiming to replace its entire laptops and mobile phone fleet in 2022.
The project will be organized and led by the Global Fund’s EUC (End-User Computing) team.
The Contract aims to engage an external Service Provider to provide additional resources (3 FTEs for 5 months on a full-time basis) who will help the team with the activities related to the project.
The contract will heavily rely on the Service Provider’s ability to commit, organize, fulfill, manage, improve, monitor, and report on the activities.
Providing qualified, motivated, and highly efficient resources, as well as the cost are the most important aspect of this Contract.
Scope / Objectives
The high-level scope of work (SOW) for this Contract includes providing three (3) qualified technicians for 5 months to help with the following services:
- Laptops and Mobile Phones Deployment
- Laptops and Mobile Phones Decommissioning
- Initial User Support
- Other Related Activities
Laptops and Mobile Phones Deployment
The resources provided by the Service Provider will help the EUC team with activities related to laptops and mobile phones deployment, and may include:
- Unpacking Equipment
- Recording Assets in the System
- Delivering devices together with additional equipment (e.g. cables, mobile phones)
- Handling forms with the users
- Packing and organizing mail out via postal services for the users who are not able to come on-site
- Registering Mobile Phones in an MDM (Mobile Device Management) platform
- Perform installation of additional (non-standard) software
- Helping/Guiding Users
- Other related activities
Estimated number of laptops to be replaced is around 1,200 (+/- 100), and around 700 phones(+/- 100).
Laptops and Mobile Phones Decommissioning
Another activity that will be a part of this contract is engaging resources to help laptops and mobile phones decommissioning. The decommissioning activities may include:
- Storing old laptops and mobile phones in the storage room
- Labeling old equipment
- Updating Inventory in the Inventory System
- Wiping laptops and mobile phones using provided software
- Generating certificates for the wiped equipment
- Cleaning Stock Room and Arranging old and new equipment stock
