    Item Description:

    The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB was founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund. The AfDB’s mission is to fight poverty and improve living conditions on the continent through promoting the investment of public and private capital in projects and programs that are likely to contribute to the economic and social development of the region. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).

    Invitation for Bids [IFB]

    The Government of Rwanda has received financing from the African Development Bank hereinafter called the Bank toward the cost of the Rwanda Sustainable Water and Sanitation Program, and intends to apply part of the proceeds toward payments under the contract for the Construction of Sake Water Supply System (Phase I). For this contract, the Borrower shall process the payments using the Direct Payment disbursement method as defined in the Bank’s Guidelines and procedures for Investment Project Financing

    The Water and Sanitation Corporation (WASAC Ltd) now invites sealed Bids from eligible Bidders for the Construction of Sake Water Supply System (Phase I).

    Bidding will be conducted through the Open Competitive Bidding (International), OCBI procedures as specified in the Bank’s Procurement Policy for Bank Group Funded Operations” dated October 2015, which is available on the Bank’s website at http://www.afdb.org and is open to all eligible Bidders as defined in the Procurement Framework.

    Interested eligible Bidders may obtain further information from Water and Sanitation Corporation (WASAC), Procurement Manager, E-mail: procurement@wasac.rw and inspect the bidding document during office hours 07:00am to 05:00pm local time (5:00am-03:00pm GMT) at the address given below.

    The bidding document in English may be obtained by interested eligible Bidders from WASAC Ltd Head Office at Procurement Office, 4th Floor, during working hours upon payment of a nonrefundable fee of Ten Thousand Rwandan Francs only (10,000 Frw) or in any freely convertible currency deposited to the account N° 100009564367 of WASAC opened at Bank of Kigali. The bidding document may be sent by email as may be requested by interested bidders (through the request addressed to procurement@wasac.rw).

    Bidders are advised to attend optional sites visit in order to examine the site of works and its surroundings and obtain, for themselves, all information that may be necessary for preparing the bid and entering into contract and to attend an optional pre-bidding meeting aiming at clearing up any confusion regarding project details, scope of work and tender documents. The Sites visit will take place on 24th February 2022 and the place of departure is at Ngoma District Office at 9:00a.m. local time (7:00a.m. GMT). The online pre-bidding meeting will be held on 1st March 2022 at 10:00 am local time (8:00am GMT). Prospective bidders are required to submit the details (Names, Position & Email address) for their representatives who will attend the pre-bid meeting at least two days before the meeting.

    Bids must be delivered at WASAC Head Office at the address given below not later than 31st March 2022 at 10:30a.m. local time (8:30a.m. GMT). Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders ‘designated representatives and anyone who chooses to attend on 31st March 2022 at 11:00a.m. local time (9:00a.m. GMT) in the Board Room of WASAC Head Office at the address stated below.

    All Bids must be accompanied by a Bid Security in the form of a reputable Bank Guarantee of an amount of Seventy-Five Thousand United States Dollar (US$75,000) or its equivalent amount in a freely convertible currency.

    Attention is drawn to the Procurement Framework requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
