    Item Description:

    The Global Fund to Fight AIDS, Tuberculosis and Malaria (the “Global Fund”) invites all potential suppliers (the “Bidders”) to submit proposals for the above-captioned RFP.

    The Global Fund is seeking to form a pool of Approved Suppliers on a non-exclusive basis under individual Indefinite Quantity Contracts (IQC).

    The pandemic has had far reaching consequences for Global Fund supported programs and underlying health systems. The pace of program implementation slowed down, and implementation of interventions have seen delays or been de-prioritized. Levels of disruption have varied, often increasing in line with acute waves of infections as a result of lockdowns, disruptions to health service provision, and rechanneling of resources to manage the COVID-19 response.

    The Global Fund has been able to successfully update its risk management framework to ensure it remains aligned to the new operating context with recalibrated risk levels and adjusted risk appetite. As such, there has been an enhanced focus on strengthening monitoring and oversight activities.

    Nonetheless risk levels are either continuing to increase or have stabilized but at higher levels and the situation continues to be volatile. The overall risk of fraud continues to be high and is increasing. In response to early warning signs of potential fraud, significant effort is being directed towards identifying and implementing mitigating actions to better manage the risk of fraud. One notable measure implemented, amongst others, is the roll out of a Fraud Risk Assessment pilot initiative on a select number of countries to identify and propose mitigation measures for additional assurance to prevent fraud and corruption in the implementation of the Global Fund funded grants.

    Background

    Before COVID-19 and building on the successes of the Sixth Replenishment and the progress made against TB, HIV and Malaria diseases, the Global Fund set itself challenging objectives for 2020 notably; to maximize the impact delivered through existing grants; to sign high quality grants for the next cycle and to lay the foundations for the next Global Fund strategy.

    It was always anticipated that achieving the organization’s objectives would involve managing a more variable risk trajectory. Nonetheless, the COVID-19 pandemic brought unprecedented level of disruption, overwhelmed health systems and threatened to destroy decades of progress in the fight against HIV, TB and Malaria and required a decisive response to protect Global Fund programs and the mission of the organization.

    The Global Fund responded immediately to the COVID-19 pandemic and awarded an initial amount of approximately US$1 billion, followed by an additional award of US$3.3b to help countries fight the pandemic. The funds were destined for the procurement of critical tests, treatments, and medical supplies, protect frontline health workers, adapt lifesaving HIV, TB, and malaria programs, and reinforce fragile systems for health by leveraging existing channels.

    The current control environment (of massive unemployment, disrupted supply chain, liquidity concerns, overstretched health systems, shortages, and inflated prices of essential supplies) because of the COVID-19 pandemic has made execution of assurance activities by all the layers of assurance quite challenging. This has created an enhanced environment for both existing and new risks to materialize. Controls have weakened with less segregation of duties, justification and rationalization for fraud has increased and travel restrictions and lockdowns have impacted the delivery of assurance activities and service delivery. The risk landscape has also changed with fast-evolving risks (including cyber security risk) and the volatility of data for decision making.

    Scope/Objective

    The Global Fund recognizes that fraud and corruption are program and mission risks, and prioritizes the prevention, detection and response to fraud

    and corruption to advance its mission. It also recognizes the increase in the in- country risk landscape arising from additional funding through C19RM investments.

    The objective is to proactively identify and propose mitigation measures for additional assurance to prevent fraud and corruption in the implementation of the Global Fund funded grants which could undermine the success of these investments.

    The selected Service Providers will be requested to conduct—in collaboration with the implementers and the relevant Country Team—a Fraud Risk Assessment (FRA) following the methodology and using the tools outlined below.
