Capacity-building of the Egyptian Agency of Partnership for Development (EAPD)
1. The Egyptian Agency of Partnership for Development (EAPD) has applied for a grant from the African Development Bank for enhancing the Egypt-COMESA Trade and Investment project, and intends to apply part of the agreed amount for this grant to payments under the assignment for the “Capacity-building of the Egyptian Agency of Partnership for Development and Egyptian government officials from the Ministry of Foreign Affairs in the fields of trade and investment.”
2. The purpose of this assignment is to develop the skills for the diplomats to be able to encourage the investments for promising sectors, as diplomats enjoy strong communication skills., The specific objectives are to: (i) Helping develop the role of ambassadors / diplomats in bilateral investment/trade promotion within Africa (ii) Developing a code of conduct and code of ethics in a manual form for ambassadors and diplomats (iii) Running an assessment centre that can highlight the individual ability to change.
3. TheEAPDinvitesconsultingfirmstoindicatetheirinterestinprovidingtheservices.Interestedfirms must provide a statement of capability and experience indicating that they are qualified to perform the services (brochures, description of similar assignments related to capacity building in Egypt with a description of the target and outcomes, management of capacity building planning and experiences, availability of appropriate skills among staff, etc.). Consultants may constitute joint- ventures to enhance their chances of qualification.
4. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” May 2008 and revised June 2012, which is available on the Bank’s website at http://www.afdb.org.

6.
