Construction of the Central Cross Island Road Upgrading Project

Invitation for Bids (Rebidding)

The Government of the Independent State of Samoa has received financing from the ADB towards the cost of the Central Cross Island Road Upgrading Project (CCIRUP). Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB. All those bidders that participated in the previous round of bidding that was discharged, if interested, are required to submit their bids afresh.

The Land Transport Authority (“the Employer”) invites sealed bids from eligible Bidders for the construction and completion of 4 km of upgraded 2-lane national road as 2 Lots in the Siumu area of Upolu Island over winding, hilly terrain under live traffic during construction that includes full length site clearance, utility relocation, bulk earthworks, new road drainage structures, drains and outfalls, a new widened and geometrically improved road pavement (nominal 7.0 m wide chip-sealed surfacing), new side road/intersection and vehicle crossing tie-ins, and new road signs and line marking. Lot 2 additionally includes 4 shoulder-sealed bus bays, an interconnecting 1.5 m wide, 1.55 km long slurry sealed footpath on one road side, and solar-powered street lighting (“the Works”).

Open competitive bidding (OCB – National Advertisement) will be conducted in accordance with ADB’s Single-Stage: One-Envelope without Prequalification procedure and is open to all bidders from eligible countries as described in the Bidding Document.
