Consulting services for Supervision of Construction Works for the Airport – Phase 1, Lot 1, in Dodoma

1. The Government of the United Republic of Tanzania has received financing from the African Development Bank towards the cost for Construction of Msalato International Airport – Phase 1, Lot 1, (Package 1 – Infrastructures and Package 2 – Buildings) in Dodoma. The Government intends to apply part of the proceeds of the financing to cover eligible payments for consulting services for Supervision of Construction Works for the Airport.
2. The objective of the assignment is to supervise two Works Contracts (Package 1 and Package 2), which are to be implemented concurrently in one project site. The Consultant shall provide key and backup staff who will undertake necessary Engineering, Architectural, Surveying, Testing quantity/Quality, and Financial Controls of the Works and Installations, in accordance with the respective Terms and Conditions of the assignment.
3. The consultancy services to be provided under this assignment are as follows:
   • Design Review that will be conducted within the period of mobilization of the Contractors;
   • Supervision of Construction Works;
   • Supervision of Maintenance Works during the Defects Liability Period;
   • Organizing and undertaking theoretical and on the Job Training for a maximum of six Engineers.
4. The Tanzania National Roads Agency (TANROADS) an Executive Agency of the Ministry of Works, Transport and Communication now invites eligible Consultants to express their interest in providing the above mentioned services. Interested Consultants must provide information indicating their qualifications for performing the services. Such information may include brochures, description of assignments of similar nature in the last 10 years, experience of working under similar conditions, availability of appropriate managerial and technical skills among staff related to the assignment, etc. For each completed project, the Consultant shall provide the name and address of the Client, start and completed dates, name(s) of lead and associate firms. Referenced projects with insufficient information will not be considered in the evaluation process. Consultants may formulate Joint Ventures, Consortiums or Associations for the purpose of enhancing their opportunities on qualification.

5. Eligibility criteria, establishment of the short-list and selection procedure shall be in accordance with the African Development Bank’s: Procurement Policy for Bank Group Funded Operations, October, 2015, which is available on the Bank’s website at http:/www.afdb.org.
