Staff Augmentation/Deliverable-based Services for IT Service Providers (ITSPs)

The Asian Development Bank (ADB) was conceived in the early 1960s as a financial institution that would be Asian in character and foster economic growth and cooperation in one of the poorest regions in the world.

ADB assists its members, and partners, by providing loans, technical assistance, grants, and equity investments to promote social and economic development.

Invitation to Prequalify

The ADB wishes to receive bids for the Pre-qualification of Providers for Staff Augmentation/Deliverable-based Services. ADB is in search of a well experienced and recognized IT Service Providers (ITSPs) with a track record of providing highly qualified personnel, products and/or services for the provision of efficient IT support and solutions from the Philippines. Two modes of delivery are covered: (i) staff augmentation, and (ii) deliverable-based service. The Statement of Work (SOW) describes the skillsets and expertise required and the terms of the engagement with the ITSPs for the two modes of delivery.

The Contractor shall provide ADB with the most reliable and efficient Services with the deployment of skilled personnel, appropriate tools, equipment, transportation, materials and supervision in accordance with the policies, standards and procedures established by ADB.

This invitation is open all firms with extensive experience in the provision of digital content subscription, and executive mentoring, with the following qualifications:

• Have the nationality on eligible country in accordance with the List of ADB Eligible Member Countries. A Bidder shall be deemed to have the nationality of a Member Country if it is constituted, or incorporated, and operates in conformity with the provisions of the laws of that country;
• Have an independent legal existence as a valid registered company for at least five (5) years;
• Have a sound financial and credit position for the past two years. As a minimum, the Bidders net worth/total equity, calculated as the difference between total assets and total liabilities, should be positive;
• Have not been sanctioned nor be ineligible to enter into transactions with ADB or any other multilateral development bank or institution; and
• Past performance of services at ADB (if applicable) will be taken into consideration as part of the bid evaluation.

The Pre-bid Meeting shall be conducted on 01 July 2022, 11:00am – 12:00nn (Manila Time) through the MS Teams platform.
