The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).
Request for Expression of Interest (REOI)
The Government of Kenya (GoK) on behalf of Athi Water Works Development Agency (AWWDA) has received financing from the AfDB towards the cost of the Kenya Towns Sustainable Water Supply and Sanitation Program (KTSWSSP) and intends to apply part of the amount for this loan to payments under the Consultancy Services for Evaluating Faecal Sludge Management (FSM) Institutional Arrangements, Service Delivery Mechanisms and Preparation of FSM Institutional Framework for Mavoko, Kitengela, Ngong, Ongata Rongai and Kajiado Townships.
The objective of the assignment is to evaluate existing service delivery models and institutional arrangements and identify the gaps that affect safe delivery of sanitation services and establish common structures and standards in form of institutional framework that would govern effective service delivery of proposed sanitation systems, both centralized (sewers) and decentralized (non-sewered/onsite sanitation systems) thereby facilitating the attainment of maximum benefits from Sanitation programs and projects in the project areas.
The scope of individual consultancy services will include but not limited to the following:
- Increase understanding among stakeholders of the urban sanitation legislative and regulatory context by reviewing the existing relevant Acts, policies and regulation. Identify the gaps and give recommendations.
- Undertake a review of the existing formal and informal institutional arrangements, regulations, and policy implications for delivery of both sewered and non-sewered/ fecal sludge management (FSM) sanitation solutions.
- Assess barriers, constraints and gaps in existing systems that inhibit safe sanitation service delivery.
- Evaluate service delivery models within existing sanitation policy and institutional frameworks
- Assess existing capacity of the formal and informal sector to deliver sanitation services; analyze gaps in capacity; and recommend solutions to address these gaps
- Recommend performance indicators for ensuring continued sanitation service delivery
- Develop organizational frameworks required to safely deliver on the sanitation mandate within the scope of the proposed solutions in the feasibility studies.
- Develop an institutional strengthening/transformation plan and associated investments including staffing roles/responsibilities, capacity building plans, and the preparation of procedures/operations manual to improve the sanitation management (both on-site and off-site systems) along the service chain.
The consultancy services will be carried out over a period of 5 Months
The Athi Water Works Development Agency (AWWDA) now invites individual consultants to submit their interest in providing these services. Interested consultants must provide information on their capacity and experience in relation to the assignment, (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.).
The minimum requirements are: –
- Shall have a bachelor’s degree in economics, public policy, public administration, legal, or management sciences, with 15 years of relevant experience.
- Knowledge and project experience in governance and institutional systems, and in designing and implementing institutional/organizational development initiatives or a related field.
- Relevant experience in Institutional and governance Reviews (IGRs), public policy development and capacity development, and institutional strengthening state-of-the-art practice is desirable.
- Postgraduate degree in organizational development, urban planning, public policy, public administration or management.
- Demonstrated experience drafting urban sanitation guidelines and implementation plans.
- Knowledge of global best practice in urban sanitation policy and implementation
- Proven knowledge of the water and sanitation institutional setting in Kenya.
- Experience on urban sanitation.
- Experience of working with municipal authorities and utilities, with a preference for additional experience working with Fecal sludge service providers.
Interested individual consultants must provide information with evidence that they are qualified and experienced to perform this assignment. For that purpose, documented evidence of recent and similar services shall be submitted. In addition, they should include a proposal for undertaking the assignment along with a financial proposal.
