The World Health Organization (WHO) was established in 1948 as a specialized agency of the United Nations. The objective of WHO (www.who.int) is the attainment by all peoples of the highest possible level of health. “Health”, as defined in the WHO Constitution, is a state of complete physical, mental and social well being and not merely the absence of disease or infirmity. WHO’s main function is to act as the directing and coordinating authority on international health work.

The WHO Secretariat consists of some 8,400 staff at the Organization’s headquarters in Geneva, in the six regional offices and in countries. The Secretariat is headed by the Director-General, who is appointed by the WHA on the nomination of the Executive Board. The head of each regional office is a Regional Director. Regional directors are appointed by the Executive Board in agreement with the relevant regional committee.

Request for Expressions of Interest (REOI)

1. Description of Requirements: WHO plays an essential role to support all countries to deliver quality immunization services that spans the human life-course. Our vision is to provide the highest attainable standard of health for all individuals and communities by preventing disease. WHO, due to its central role in immunization, is looking to establish long term agreements with suppliers for non-sterile markers with indelible ink in order to ensure the appropriate vaccination coverage during campaigns. The indelible ink marker pens thus address the following objectives: They are used for finger marking during vaccination campaigns on children’s little-finger nails and portion of skin. The ink must stay over the nails for at least 10 days for evaluation by external monitors. The objective of this Request for Expression of Interest is to find manufacturers of this product. Technical Requirements of the product may be found in Product Addendum – Supplementary for Annex A.
2. Mandatory Minimum Criteria for Vendors Companies can only participate in this Request for EOI from WHO:
   • After completing their basic registration (free of charge) at the United Nations Global Marketplace (www.ungm.org/). Only the EOI submitted through UNGM will be considered valid.
   • If not appearing on the Consolidated United Nations Security Council Sanctions List (CUNSCSL), World Bank’s Listing of Ineligible Firms & Individuals, and lists of sanctioned/suspended vendors maintained by UN organizations.
   • If holding a Certificate of quality compliance ISO 9001:2008 or later versions (or equivalent);
   • Be in the business of supplying high-quality, enterprise-class products for at least 5 years;
   • With products which have either the FDA certificate or CE certificate or both.
3. Expression of Interest Instructions: Vendors interested in fulfilling the requirements are requested to express their interest by submitting the following documents online, completed in full, together with their Expression of Interest in response to points 1. and 2. above, not later than the Closing Date (as stated above):
   • A Vendor Information Form, using the template provided in Annex B, providing information on the vendor as an entity (legal and organizational), and describing concisely and briefly the vendor’s expertise and experience relevant to the requirements and criteria described above.
   • A Product Addendum – Supplementary for Expression of Interest, using the form provided.
   • A Self-declaration Form, using the form provided in Annex C. Submitted Expressions of Interest must not contain pricing information. Any information considered by interested entities as confidential must be clearly marked “confidential”. Incomplete Expressions of Interest and Expressions of Interest submitted after the Closing Date will, in principle, be disregarded, unless WHO decides otherwise, in its sole discretion.
4. Disclaimer: This Request for Expression of Interest is not a solicitation and replying to it does not guarantee that a vendor will be invited to any solicitation by WHO. No further details of the planned solicitation will be made available to vendors prior to the issuance of solicitation documents. In the event of a solicitation for the subject matter described herein, any Request for Proposal and any subsequent purchase order or contract will be issued in accordance with WHO’s rules and procedures. Any and all costs and expenses incurred in relation to, or ensuing from, the submission of an Expression of Interest will exclusively be borne by the applicant. The application and selection process set forth in this document will not be subject to claims for financial compensation of any kind whatsoever. WHO is acting in good faith by issuing this Request for Expression of Interest, however, this Request for Expression of Interest does not entail any commitment on the part of WHO, either financial or otherwise WHO reserves the right to send solicitation documents to vendors identified by WHO through means other than this Request for Expression of Interest; reject any or all Expression(s) of Interest, without incurring any obligation to inform the affected applicant(s) of that decision or the grounds thereof; and/or change or cancel the procurement process at any time, including during the Request for Expression of Interest or formal solicitation processes.
