Item Description:

This procurement procedure is inter-institutional. The following European Union institutions/ agencies/ bodies (hereafter the participating entities) will participate as contracting authorities to the framework contract resulting from this procurement procedure:

- Europol, the European Union Agency for Law Enforcement Cooperation
- JRC, the Joint Research Centre
The lead contracting authority is Europol. Europol, acting as an agent for the participating entities for the purposes of this procurement and the resulting framework contract, publishes the procurement procedure, organises the evaluation, signs and manages the framework contract (including any amendments thereto) on behalf of all participating entities. Each of the participating entities may avail itself of the resulting framework contract autonomously by concluding specific contracts/ purchase orders with the contractor.
Background and scope
There is a continuous need at the contracting authority for the acquisition of non-standard IT equipment (and related services) such as:
- IT devices such as scanners, keyboards, webcams, tablets, laptops/(mini)-desktops, computer memory for clients and servers, and other PC components (like graphic cards for example) and accessories etc.;
- audio-visual equipment such as TVs, projectors, audio recording devices, beamers, webcams;
- IT consumables such as (data storage devices, printer toners, cables, mobile device accessories, computer accessories);
- mobile phones, mobile phones accessories;
- IT tooling;
- specialist forensic equipment.
It is foreseen that some of these items may require maintenance and related services.
The above list is non-exhaustive. For items within the scope, but not identified in the procurement documents, nor present in the contractor’s public catalogue, this contract shall also represent an acquisition channel, whereby the contracting authority will be able to purchase such items from the contractor.
Objectives
The objective of the framework contract is to enable the contracting authority to cover its needs for various non-standard IT equipment and consumables, forensics, audio-visual items and related services. In this context, ‘non-standard’ items means items not specifically covered by the other framework contracts in which Europol is a contracting authority, such as specialised framework contracts for related supplies, as well as items which are not available via those specialised framework contract according to the Contracting authority’s business needs.
The framework contract shall constitute one-stop-shop for miscellaneous IT equipment as well as an acquisition channel for all the items within its scope, although not specifically identified in the framework contract.
