Procurement of Printing Materials

Item Description:

The World Health Organization Regional Office for the Eastern Mediterranean (WHO/EMRO) seeks offers for the Establishment of a Long-Term Agreement for the Procurement of Printing Materials for Pakistan, as per the attached specifications listed under (Annex 2). This will be processed through a Long-Term Agreement (LTA) covering the period of 2 years, in which the prices are fixed and the delivery lead time between the request and delivery is to be indicated. WHO is not obliged to extend the LTA, or to reach its maximum duration if the performance of the supplier is not satisfactory. LTA might be extended based on the satisfactory vendor performance and mutual agreement.

QUERIES: A prospective bidder requiring any clarification on may submit his questions via UNGM “Correspondence” tab not later than 31st of August 2022, 23:30 hours, Islamabad Pakistan time.

CLOSING DATE: Offers must be uploaded via UNGM, “Tender Documents” tab not later than [7th of September 2022] at [23:30] hours, [Islamabad, Pakistan] time.

SUBMISSION OF OFFERS: Offers must be submitted in 2 separate envelopes (One technical and one financial).

• The Technical proposal must be submitted using the Technical proposal sheet (Annex 1).
• Financial Offers must be submitted in the attached (Annex 2) as an excel sheet and in PDF format. Bids with a different pricing format may be rejected.
• Offers are accepted in PKR or US Dollars, and any other United Nations convertible currency will be acceptable.
• Offers must comply with the requirements stated in the attached Invitation to Bid (ITB). All requirements should be completed as per the annexes.
• If interested, you are kindly requested to register through United Nations Global Marketplace (UNGM) by logging-in to this site: https://www.ungm.org. After having an active account, continue following the guidance, until you express your interest to this bid. Then, you will be transferred to WHO’s e-tendering system to be able to collect the bidding documents and access your tender opportunities.

All offers should be submitted in UNGM website before the above-mentioned closing date and marked “Invitation to Bid: — Establishment of a Long-Term Agreement for the Procurement of Printing Materials for Pakistan”.

IMPORTANT REMARK:

• Offers must comply with the requirements.
• Offers must be received and made in accordance with the instructions contained in the attached invitation to bid.
• Any order resulting from this invitation shall contain WHO’s General Terms and Conditions and any other specific terms or conditions detailed with the attached invitation to bid.

SAMPLES: Bidders are requested to submit all paper samples listed in Annes 2 at WHO Building, NIH Park, Road, Chak, Shahzad, Islamabad, Pakistan in sealed envelopes with the ITB reference number and the company name on the top of the envelope not later than not later than 7th of September 2022, 16:00 hours, Islamabad, Pakistan time. If a bidder fails to provide in a timely manner samples or documentation requested by WHO, WHO may declare the bid unsuccessful. The soft copies of the required samples are attached in PDF files.

EVALUATION OF THE BIDS: The procedure will be implemented, with evaluation of the Technical Proposals being completed prior to the evaluation of financial proposal. The evaluation panel will evaluate the technical merits of all the proposals (Based on the technical criteria mentioned in Annex-1) which have passed the Preliminary Examination of proposals based on the following weighting: a. Technical Weighting: 30% of total evaluation. b. Financial Weighting: 70% of total evaluation.

SELECTION/REJECTION CRITERIA

1. Offers not meeting the required specifications will not be considered.
2. Only complete offers that contain the detailed specifications and requirements will be considered.
3. Delivery time for the Provision of Printing Materials of more than 2 weeks might not be considered.
4. Validity period of the offer required for a long-term agreement of 2 years.
5. The bidder should have at least 5 years of experience in the field of Printing.
6. Samples from the supplier who is suggested for the award will be inspected for technical acceptance or exclusion.
7. WHO would not be liable to provide any tax exemptions.
8. Singed/stamped offers on company letterhead will only be acceptable.

UN CODE OF CONDUCT: Confirmation of acceptance that your esteemed company accepts the terms mentioned in the attached UN Code of Conduct, must be received in the same letter containing your bid. ADDITIONAL INFORMATION: Any information which the vendor may consider necessary to guarantee or clarify technical details or compliance with standards, etc. may be included, provided reference is made in the offer and clearly indicated.
