Consultancy Services for Project Management to Support Uganda Railways Corporation in the implementation of the Project for the Refurbishment of the Kampala – Malaba Meter Gauge Railway

The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB was founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund. The AfDB’s mission is to fight poverty and improve living conditions on the continent through promoting the investment of public and private capital in projects and programs that are likely to contribute to the economic and social development of the region. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).

The Government of Uganda has applied for financing from the African Development Bank toward the cost of the refurbishment of the Kampala – Malaba Meter Gauge Railway and intends to apply part of the funds to hire a firm to provide Project Management Consultancy Services. The Project will be implemented by the Uganda Railways Corporation (URC).

The services to be provided by the Project Management Consultant, shall among others, include the following:

• Assist in the preparation of procurement plans, bidding documents, technical specifications, and bid evaluations in line with African Development Bank procurement framework, rules and procedures;
• Review contractor’s designs, work programs and method statements and ensure conformance with project requirements, gender action plans, health and safety plans, environmental mitigations plans, sufficiency of personnel and equipment resources and other facilities, adequacy of quality assurance and quality control procedures;
• Establish a project management and control system to plan and monitor the physical and financial progress of the project and prepare all reports as the project demands
• Ensuring that all necessary insurance bonds or guarantees to be provided by consultants and contractors are in place and remain up to date as required by the contract;
• Ensure the maintenance of a Contract Document Control System and Project Archive related to the project, including but not limited to correspondences, reports, technical specifications, bid and contract documents etc;
• Assist in quality assurance and control of the works, supplies and services and ensure that all activities, actions and processes are carried out according to best practice for the execution of railway works, supply of rolling stock and workshop equipment and machinery, etc
• Supervising implementation of the Environmental and Social Management Plan, and Supervise gender-based activities under the Project;
• Prepare monthly and quarterly project progress reports;
• Issuing of instructions where necessary;
• Reviewing the progress of the works and preparing monthly and quarterly progress reports;
• Determination of considering claims;
• Supervising occupational safety and health at work sites;
• Measurement of completed works;
• Verification and certification of payments to the contractor;
• Monitoring, commissioning and inspections;
• Certifying practical completion;
• Bringing defects to the attention of the contractor;
• Issuing the certificate of making good defects,
• Agreeing the final account; and
• Arranging handover

The Uganda Railways Corporation now invites eligible consultancy firms to indicate their interest in providing these services.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations, October 2015”, which is available on the Bank’s website at http://www.afdb.org.

The estimated duration for the services is five (5) years following selection of the consulting firm. The date of commencement of the contract is scheduled to be 1 February 2023.
