Item Description:
The United Nations Organization Stabilization Mission in Democratic Republic of Congo, Entebbe Support Base (MONUSCO ESB) seeks to engage the services of qualified providers for the provision of communication services (GSM and DID services) to support its operational requirements.
MONUSCO ESB operates regionally, and the GSM subscriber account is very dynamic and has grown to more than 500 active lines provided to RSCE, UNISFA and MONUSCO Staff. Currently, MONUSCO ESB has 2E1 lines and 1SIP trunk telecimmunication services.
Communications Services Required
- Public Switched Telephone Network (PSTN) Session Initiation Protocol (SIP) Services to the UN
- Integrated Service Digital Network (ISDN) Voice E1 Services to UN
- Individual digital line Services to smaller locations with the UN.
- Ad-Hoc Leased Lines.
- Direct in Dial number ranges, provided on ISDN.
- GSM – Subscriber Identity Module (SIM) Cards, to provide Voice, SMS, and 3G/4G Data for National & International network access.
- Closed User Group (CUG) services which should include all SIM cards issed/used in the UN.
- Provisioning of four-digit Emergency dialing
- Integration with UN telephone network
- Bulk SMS broadcast service.
Service Providers responding to this EOI must provide a business overview of their company and describe their company’s philosophy in supporting a large government account with international operations as part of their technical proposals.
GPSS invites expressions of interest (EOI) from vendors with demonstrated technical qualifications in the provision of communication services and support.
SPECIFIC REQUIREMENTS / INFORMATION (IF ANY)
The Service Provider’s network must allow CUG users to directly dial from CUG SIM card numbers to the four-digit landline extensions over the ISDN E1 and/or SIP trunk links provided (within the DID range) for the entire UN.
The Service Provider must guarantee network availability and service for at least 99.9% of the time (Acceptable Downtime = Less than 44 minutes per month)
The Service Provider must ensure excellent and stable interconnectivity of its voice & SMS services between other telecom providers in the country where service is required. This is to ensure that there is no congestion of voice channels between the different telecom provider networks
The Service Provider must provide a dedicated Help Desk and Technical Focal Point assigned to MONUSCO ESB for which this Service is required as described on a 24/7/365 basis.
