The European Commission is an institution of the European Union, responsible for proposing legislation, implementing decisions, upholding the EU treaties and managing the day-to-day business of the EU.
The European Commission, DG EAC – Education, Youth, Sport and Culture, referred to below as the contracting authority, is planning to award the contract(s) resulting from the above procurement procedure. The procurement documents consist of the contract notice, the invitation letter, the draft contract(s) and tender specifications with their respective annexes. Subject of this call for tenders
The subject of this call for tenders is Interinstitutional call for tender for health insurance of trainees on certain Institutions of the European Union.
The European Commission acts as a Leading Institution (‘LI’) on behalf the European Institutions (‘EI’) for this Inter-institutional call for tenders.
Background
The Europeans Institutions offers to external graduates the possibilities to have 3 to 12 months traineeship.
The objectives of these traineeships are to provide graduates with a unique and first-hand experience of the workings of the European Institutions. In addition, it aims to provide an understanding of the objectives and goals of the EU integration processes and policies.
Moreover, to enable such trainees to acquire practical experience and knowledge of the day to- day work of the European Institutions and to provide such trainees the opportunity to work in a multi-cultural, multi-linguistic and multi-ethnic environment, contributing to the development of mutual understanding, trust and tolerance. Besides to promote European integration within the spirit of new governance and through active participation to create awareness of true European citizenship. As well as to provide the opportunity to university graduates to put into practice knowledge acquired during their studies, and in particular in their specific areas of competence.
The European Commission has decided to launch an inter-institutional call for tenders for its new collective health insurance policy.
A framework contract will be signed between the LI and the successful tenderer.
Specific service contracts will then be concluded separately, but on identical terms, by each EI involved, and each EI will manage its own specific contract. All the EI retain the power to manage their own contracts; such powers have not been delegated to the LI.
Any executive body or agency of the European Union created or becoming autonomous following the launch and award of this contract may also conclude an identical contract separately with the successful tenderer. However, the value of any such contracts may not, under any circumstances, exceed 10% of the volume of the awarded Framework Contract.
