Item Description:
The United Nations (hereafter referred to as the “UN”) is seeking Expressions of Interest from qualified companies to provide asbestos abatement services at the compound of the United Nations Economic and Social Commision for Asia and the Pacific (UNESCAP) in Bangkok, Thailand.
Below is a description of the requirements, further details shall be provided under the solcitation documents.
BACKGROUND:
The United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) is the regional development arm of the United Nations for the Asia-Pacific region and it is headquartered in Bangkok, Thailand.
The UNESCAP premises in Bangkok presently comprised of three reinforced concrete buildings:
a) the Secretariat Building, a 15-floor high-rise reinforced concrete building constructed in 1975 totalling more than 29,500 sqm of total constructed area including 17,000 sqm of office space;
b) the Service Building, a 4-floor reinforced concrete building built in 1975 with a total of 19,727 sqm of constructed area; and
c) the United Nations Conference Centre built more recently in the early 1990s and with 50,730 square meters.
UNESCAP requires a contractor to remove structural fireproofing, an asbestos containing material (ACM), from eight (8) technical rooms which contain air handling units and electrical systems located in the Service Building. Asbestos is a hazardous material and extreme caution must be taken during the removal. As the fireproofing contains more than 1% friable asbestos, OSHA (USA) classifies this work as Class I asbestos work.
An abatement plan has been prepared by a subject matter expert and will be provided to the selected Contractor for conduction of these works upon Contract signature. Monitoring will be required by the Contractor with oversight being provided by both UNESCAP and the subject matter expert (as an independent third party).
DESCRIPTION OF REQUIREMENTS:
The scope of works shall be performed by a qualified contractor (see Specific Requirements below) and will include, but not be limited to, the following:
The Service Building has eight (8) technical rooms, two (2) on each floor. On the surface of the ceiling there is spray on fireproofing material which contains asbestos which is to be removed.
The required services shall include, but will not be limited to;
- Review Asbestos Abatement Plans provided by UNESCAP.
- Furnish and manage all labour, materials, services, and equipment, necessary to carry out the removal of the ACM and associated tasks which includes removal, handling, cleaning, storing, and packing removed the ACM in accordance with the abatement plan and procedures.
- Provide all personal protective equipment to the ACM removal workers as required.
- Provide documentation on asbestos abatement plan, personnel and responsibilities, health and safety, materials equipment, steps of abatement work and remediation work.
- Coordination with all parties such as consultant, sub-contractors and UNESCAP.
- Participate in on site induction and training for site specific hazards and control measures.
- Ensure project specifications and abatement procedures are followed during project works.
- Ensure containment and controls are effective prior to asbestos removal works commencing in coordination with the consultant.
- Operate machines or equipment to remove, package, store, or transport loads of waste materials.
- Provide a certificate of proper waste disposal by a certified disposal contractor or company to dispose of hazardous waste in a designated landfill.
SPECIFIC REQUIREMENTS:
Companies interested in this process ideally shall comply with the following requirements:
- At least 5 years of construction experience in Thailand with an established safety program and excellent safety record.
- Experience in the preparation and management of a construction work program including documentation and record keeping.
- Occupational Safety and Health Inspector and risk assessor with valid Department of Labour Protection and Welfare registration (or the regulatory body within the country), at least 10 years of experience in inspection and training.
- All contactor employees that may be performing or helping in the performance of the related duties must be suitably trained and supervised by the company and apply any safety measures as required by UN (ESCAP/DOS).
- Comply with the Safety, Health and Working environment regulation issued by the Ministry of Labour, Thailand.
- Certification in ISO 45001 or other occupational health and safety and management system is an asset.
- Experience in asbestos removal/remediation works or other hazardous material removal and disposal is an asset.
Companies who wish to be considered for receipt of the tender documents must submit their Expression of Interest for review by the United Nations. The vendor must be registered with UNGM at the website http://www.ungm.org.
This EOI does not constitute a solicitation. The UN reserves the right to modify requirement or cancel it any time during the EOI phase or the solicitation process. Submitting a response to this request for EOI does not automatically guarantee that a vendor will receive an invitation to participate in the solicitation. Only those companies deemed qualified, upon completion of an objective evaluation of the vendor application, will receive the final Request for Proposal.
