Item Description:
The United Nations Officer at Geneva (UNOG) on behalf of the Office of the United Nations High Commissioner for Human Rights (OHCHR) are inviting qualified vendors to express their interest in the provision of Drupal Website Ongoing Maintenance, Support and Development Services.
OHCHR launched the new OHCHR.org site in March 2022 on Drupal 8. The site was upgraded to Drupal 9 shortly after launch. The site is a critical communication asset for the Office of the High Commissioner, the Human Rights Council, the Special Procedures and the Treaty Bodies.
The aim is to select a Drupal development company to enter into a Long-Term Agreement for Services (LTAS) with OHCHR, for a period of five (5) years, to assist with code maintenance, Drupal development and other digital projects using Drupal technology.
The LTAS will have an initial period of three (3) years with an option to extend the term for up to two (2) additional one (1)-year periods, at the discretion of OHCHR and subject to satisfactory performance by the vendor.
SPECIFIC REQUIREMENTS / INFORMATION (IF ANY)
OHCHR requirements include two categories of services:
Ongoing website maintenance services including:
- Drupal Core security updates
- Drupal Contributors modules updates
- Infrastructure support working together with web hosting provider UN International Computing Centre (UNICC).
- Incident resolution.
Ongoing development services: These include:
- Development and enhancement for existing OHCHR website:

- Enhance existing website features
- Develop new functionality
- Address bugs reported
- Implement improvements/additions to the front-end design
- Project-based development services:
OHCHR is planning to revamp the existing Human Rights Council website (https://www.ohchr.org/en/hrbodies/hrc/home) and work on microsites to support the OHCHR offices in the field (ex: https://www.hchr.org.co/)
Vendors are expected to have experience and track record implementing design and theming in Drupal, technical Drupal development and Drupal Maintenance and support. Vendors will be asked to provide relevant proof of such experience as part of the future planned bidding exercise.
