Item Description:
The United Nations Global Service Centre (UNGSC) is seeking expression of interest from qualified contractors to establish a contract for the supply of methane gas to the UNGSC, Brindisi, Italy.
The connection point is located inside the premises of the UNGSC, Piazza del Vento 1, 72100 – Brindisi – Italy, “Punto di Riconsegna – PDR” – (Redelivery Point) 61493890036414.
The estimated yearly consumption is 4,200 cubic meters, which is an estimated amount and cannot be considered binding for the UNGSC.
The awarded Contractor shall guarantee technical and administrative support (including pricing) necessary for the resolution of any problem regarding energy management within the Free Market (“Libero mercato”) and the optimization of service continuity ensured by the service provider.
The term of the contract will be for one (1) year, starting from the activation of the service which is set for 01 March 2023.
The supply of gas shall be in compliance with n. 570/2019/R/gas and subsequent amendments and addenda of the Italian Authority for Energy, Networks and Environment (i.e. Autorità di Regolazione per Energia Reti e Ambiente – ARERA).
The Contractor’s invoice and technical-economical document shall show all the below components with the prices set by ARERA on a quarterly basis:
Pt = Cmem + CCR + GRAD + Cpr + QVD + QTi + TD + taxes Where:
– Pt is the price updated every three months (trimester/quarterly) is the sales price
– Cmem (Componente costo Medio Efficiente del Mercato) is the average market cost as per current
ARERA resolution
– CCR (Componente Copertura Rischi) is the risk coverage as per current ARERA resolution
– GRAD + Cpr are fees related to the gradual application of pricing
– QVD (Componente di Vendita al Dettaglio) retail components
– QT + TD (Quota di Trasporto e Tariffa di Distribuzione) are components related to distribution activities, as per ARERA resolution n. 159/08 and subsequent amendments and addenda
The quarterly price Pt will be updated on a quarterly basis as per ARERA-issued components.
The above components refer to a gas at standard conditions with a calorific value (PCS – Potere Calorifico Superiore) of 0.0400773 GJ/smc.
The price will be based on this PCS value.
The offered discount for the supply shall remain fixed for the duration of the contract, i.e. one (1) year.
Full technical requirements and administrative instructions will be provided with the tender documents to be issued soon after the closing date for this EOI.

The Bidder/Vendor must be registered at Basic Level with the UN Secretariat through the United Nations Global Marketplace (UNGM) at http://www.ungm.org.
Non-EU companies participating in the tenders for UNGSC requirements with services/goods delivery to Brindisi, Italy shall be duly registered and/or in possession of all the requisite documentation, certificates and permits as required to do business in the member countries of the European Union. Pertinent requirements may be further stipulated in the tender documentation.
