Item Description:
The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB was founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund. The AfDB’s mission is to fight poverty and improve living conditions on the continent through promoting the investment of public and private capital in projects and programs that are likely to contribute to the economic and social development of the region. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).
Request for Expressions of Interest
The Republic of Côte d’Ivoire, Republic of Liberia and Republic of Guinea have received Financing from the African Development Group in various currencies towards the cost of Road Development and Transport Facilitation Programme of the Mano River Union (RD- TFP/MRU), and it intends to apply part of the proceeds of the Loan for eligible payments under the Contract for the Consultancy Services for the Supervision of the construction of Two Joint Border Post at : Prollo Border (between Cote D’Ivoire & Liberia along the Tabou – Harper Road) and :Gbapleu Border (between Cote D’Ivoire & Guinea along the Danane – Lola Road).
The main services under this project shall include : (i) supervision of works associated with construction of Joint Border Post (buildings, structures, civil works, roads, parking lots, drainage, sewerage, water reticulation, lighting, electro-mechanical works, ancillary works, etc), ii) assistance with evaluation of bids for works construction of a joint border post, (iii) issuing of Commencement of Works; (iv) checking of setting-out; (v) monitoring and supervision of quality of works; (vi) preparation of interim and final certificates and other claims; (vii) production of reports; safety and environmental management of contractor’s operations; (viii) cost control, (ix) technical services connected with the interpretation of contract documents amongst other construction supervision services and (x) Project management duties.
The overall duration of the contract is estimated at Thirty – seven (37) months.
The ECOWAS Commission invites Consultants supervision of buildings and roads projects (firms specialized in transport infrastructure engineering studies) to submit their interest for the services described above. Interested eligible and qualified consultants must provide information on their qualifications and experience, demonstrating that they are qualified to provide similar services.
The Firms shall be shortlisted based on the following criteria: (a) General experience in the supervision or design of Infrastructure over the past 10 years; (b) specific experience in engineering supervision of buildings and roads projects in the past 10 years; (c) experience in donor-funded buildings or roads project in sub-Sahara African; (d) logistic resources and equipment; (e) project monitoring software.
