Item Description:
The European Institute for Gender Equality, the regulatory agency of the European Union, (referred to below as the contracting authority) is planning to award the contract(s) resulting from the above procurement procedure. The procurement documents consist of the contract notice , the invitation letter, the draft contract and tender specifications with their respective annexes. All documents are available in the attached ZIP File.
Objectives of the tender
This tender is announced with a view to select the best proposal for the implementation of the Gender-responsive evaluation for an environmental and sustainable future for all (GREENA) methods and tools. The contract is carried out within the framework of EIGE’s work on gender mainstreaming methods and tools.
The geographical scope for the gathering of available information on the EU evaluation framework, double mainstreaming, strategic foresight and mapping of existing strategic foresight practices in evaluation will include the EU level, and if needed potentially outside the EU where research is lacking.
The submitted work shall develop practical resources for the implementation of gender-responsive evaluation. These include specific tools aligned with the EU evaluation framework and processes (Better regulation agenda and Toolbox), and a toolkit, which will focus on ensuring a gender and environmental responsive evaluation when looking at key EU policies and areas of interest (Green Deal related). It is important to note that when developing specific tools and guidance that an intersectional approach is taken and that where possible a participatory and transformative approach is adopted.
The practical resources will be tested in an awareness-raising / competence development session with EU policy and evaluation officers. Finally, the study will develop knowledge-based communication products.
