Request for EOI for Selection of PROFESSIONAL CONSULTING SERVICES (Policy and Strategy)

Item Description:

The Asian Infrastructure Investment Bank (AIIB) seeks expressions of interest from professional consulting firms to work with the Policy and Strategy Department as it formulates the AIIB’s initial approach to business development across a range of areas.  There are four current areas of focus, with the Bank’s focus likely to involve other areas in the future:

• Energy;
• Transport;
• Sustainable Cities; and
• Private Capital Mobilization.

The profile of professional consulting firms AIIB is seeking to work with in the areas of Energy, Transport and Sustainable Cities is as follows:

• ·  Expertise spanning the range of infrastructure advisory services, including: business strategy development; sectoral analysis; master plan formulation, infrastructure needs assessment and project prioritization; project evaluation; project planning and execution; project risk evaluation; and project finance structuring.
• Specific experience across the component sub-sectors relevant to energy, transport and urban infrastructure investment.
• Physical presence or operating experience in emerging markets and middle-income economies across AIIB’s regions of operations.
• A diverse client base demonstrated through engagements with other International Financial Institutions, national and sub-national governments, municipal entities and private sector project sponsors and financiers on infrastructure investment issues.
• A track record of translating infrastructure advisory work into actual business opportunities.

In the area of Private Capital Mobilization, the required profile involves capabilities of analyzing the role of MDBs and their incentive mechanisms in mobilizing private capital and involvement of institutional investors in infrastructure, as well as specialist expertise in devising infrastructure financing solutions that ameliorate the risks inherent in long-term, cross-border, greenfield infrastructure projects.  The firm’s track record in advising private sector sponsors and investors on such transactions will be the primary consideration.

Consulting firms should submit a single attachment as required under Appendix:  EOI Form to the following authorized representative, before 6:00 PM, 20th January 2017 (Beijing time).

Based on the expressions of interest, an internal shortlisting process will be undertaken, followed by a Quality-Based Selection procedure involving the shortlisted companies.

It is expected that up to four Framework Agreements will be negotiated with successful firms in February 2017.  Specific consulting assignments would then be subject to call-off requests via a short secondary tender between the firms contracted under the Framework Agreement.

It is expected that the initial Framework Agreements would be valid until December 2018, although the AIIB reserves the right to extend the operation of the Agreements, or to undertake further market evaluation and invite additional expressions of interest at its discretion.

Please note that applying consulting firms are not recommended to associate with other firms in the form of an association or consortium to enhance their qualifications at this stage.
