    Item Description:

    The WHO Global Hepatitis Programme is located in the HIV, TB and Malaria Cluster (HTM). The Global Hepatitis Programme (GHP) of the WHO HIV department assists member states with the implementation of the Global Health Sector Strategy on viral hepatitis that was approved by the World Health Assembly in 2016. It calls for elimination of viral hepatitis as a public health threat by 2030 (-65% in mortality and -90% in incidence). The HIV Department (HIV/HQ) provides technical and strategic leadership in key technical areas, and leverages the capacity of other HQ departments to contribute to the broader HIV programme.

    The Global Hepatitis Programme (GHP) of the WHO HIV department assists member states with the implementation of the Global Health Sector Strategy on viral hepatitis that was approved by the World Health Assembly in 2016. The GHSS on viral hepatitis has five strategic directions including (1) Information for focused action, (2) Intervention for impact, (3) delivering for equity, (4) financing for sustainability and (5) Innovation for acceleration. It calls for elimination of viral hepatitis as a public health threat by 2030 (-65% in mortality and -90% in incidence). Elimination can be achieved through sufficient service coverage for five synergistic prevention and treatment interventions. These are (1) hepatitis B immunization, (2) prevention of mother to child transmission of HBV, (3) blood and injection safety, (4) prevention of transmission of HBV and HCV among persons who use drugs through comprehensive harm reduction services and (5) testing and treatment.

     

    2. Objectives of the assignment:

    The consultant will assist WHO/HIV/GHP with Technical expert support to the areas of enhanced technical assistance, strategic information and harm reduction.

     

    3. Main Tasks:

    Support in the development and roll out of guidance, tools and reports for the Strategic Information and Planning team with regard to Access to HIV medicines, Diagnostics and HIV Procurement and Supply Management (PSM), with the following tasks:

    1. Pilot test a person-centred monitoring system including identify pilot-test countries through regional offices; communicate with country staff and national counterparts and disseminate the draft WHO patient cards and patients database; integrate with HIV M&E systems and UHC.
    2. Modify the person-centred monitoring system in line with the results of the pilot testing.
    3. Support the development of a reporting system for viral hepatitis
    4. Develop a compendium of tools in line with the Global health sector strategy on viral hepatitis, to assist in making country programme reviews.
    5. Support the Harm Reduction technical working group.
    6. Undertake a scoping exercise to identify existing data and data gaps surrounding harm reduction in the context of hepatitis.
    7. Prepare a template technical support package for countries.
    8. To assist the GHP with preparing background documents and minutes for quarterly meetings of the Viral Hepatitis Action Group (VHAG), an interdepartmental WHO group working towards the goal of eliminating of viral hepatitis as a major public health threat by 2030.
    9. To prepare a work plan for the 2019 Global Hepatitis Summit

     

    4. Key requirements for this consultancy:

    EDUCATION 

    Essential:

    • Undergraduate degree in public health, epidemiology, social science or equivalentDesirable:
    • Master degree in international public healthEXPERIENCE

      Essential:

    • More than 3 years of documented experience in international public health.Desirable:
    • Experience working in the field of hepatitis elimination
    • Experience of working with the World Health Organization
    • Project management experience
    • Quantitative research experience
    • Experience in strategic information for public health
    • Experience in the public health aspects of harm reduction
    • Experience in providing technical assistance 

      SKILLS AND COMPETENCIES

    • Good communication and presentation skills
    • Demonstrated capacity to write and communicate in English and working knowledge of French
    • Ability to work as part of a team, and high level of interpersonal skills to work with Ministry of Health officials and partners
    • Excellent analytical and technical writing skills

    5 Additional information

    This consultancy will be initiated for 12 months, and for 12 days per month. Upon successful completion, it may be prolonged up to a maximum of 24 months as agreed upon by both parties following the conditions in the first part of the contract (but can adjusted based on annual inflation)  and pending on the availability of resources and performanc

    The place of performance of the work under the Contract shall be onsite, on WHO HQ premises (Geneva, Switzerland). Accessibility to WHO HQ when needed or requested will be arranged.

    The implementation of the assignment may require international travel; costs for such travel will be borne by WHO according to its rules and regulations. The contractor has to be legally entitled to work in the country or countries where the work is to be carried out, and is expected to be in the possession of an unrestricted passport.

    Submission of proposals:

    No later than 21 December 2017 (17:00 CET), the bidder shall complete and return by either email or hard copy to WHO (only when this step is completed the bidder is regarded as a prospective bidder):

    a)      Covering letter signed by the respective authority.

    b)      Proposal (including, but not restricted to, technical and financial documents).

    c)      RFP Confidentiality Undertaking  form completed/signed.

    d)      RFP Acknowledgement form completed/signed as confirmation of the bidder’s intention to submit a bona fide proposal and designate its representative to whom communications may be directed, including any addenda.

    e)      RFP Acceptance form completed/signed.

    f)       RFP Completeness form completed/signed.
