Item Description:
The Independent State of Papua New Guinea (PNG) has received a loan from the Asian Development Bank (ADB) towards the cost of Maritime and Waterways Safety Project (MWSP). Part of this loan will be used for payments under the Contract named above. The Contract will be jointly financed by the Government of the Independent State of PNG (in US$ currency). The eligibility rules and procedures of ADB will govern the bidding process. Bidding is open to Bidders from eligible source countries of ADB.
The Central Supply and Tenders Board (CSTB) on behalf of the National Maritime Safety Authority (“the Employer”) invites eligible Bidders to provide sealed bids for the MWSP/AIS-01 CSTB 3834: Automatic Identification System (AIS) Coastal Network Extension and Base Station Installation contract that includes the following:
- Provide AIS base stations, network equipment, installation, training, integration with telecommunications systems, and Systems Operational Verification Tests (SOVT);
- Reliably transmit and receive data related to vessel distress calls or marine safety information messages;
- Enhance awareness of the maritime area surrounding the AIS Base stations by making visible AIS information and by providing a means for agencies to contribute data either by data feeds from systems or by human manual inputs;
- Detect and display all vessels entering protected marine areas with special emphasis on fishing vessels illegally entering those areas;
- Enhance the prevention of illegal and prohibited activities, protection of environmental resources, and optimal use of response resources;
- Enhance the maritime domain awareness of operators, training and operational exercises, and management of emergent events with an information framework that provides relevant information to the VMC;
- Enable data analysis of vessel activity by providing reports of system data such as vessel information and vessel activity reports;
- Facilitate decision making by reducing phone calls and enhancing information sharing through automated, visual or alerts that provide each decision maker the ability to filter and retrieve data quickly and efficiently.
Estimated time to complete the installation work: 240 days (approximately 8 months).
International Competitive Bidding (ICB) will be conducted in accordance with ADB’s Single-Stage: One Envelope procedure and is open to all Bidders from eligible source countries as described in the Bidding Documents.
