Construction of Elevated Metro Stations

Specific Procurement Notice

The Government of India has applied for financing from the Asian Infrastructure Investment Bank (AIIB) toward the cost of construction of Chennai Metro Rail Project – Corridor4, and intends to apply part of the proceeds toward payments under the contract for Construction of Elevated Metro Stations at Chennai bypass crossing, Ramachandra Hospital, Iyyapanthangal Bus Depot, Katupakkam, Kumanan Chavadi, Karayan Chavadi, Mullai Thottam, Poonamallee Bus Terminus, Poonamallee Bypass & associated viaduct from chainage 17982.240 to chainage. 25928.186 and approach to depot at Poonamallee & all associated works (herein after called as “Package C4-ECV-02”)

Chennai Metro Rail Limited (CMRL) an implementing agency, now invites online tenders from eligible Tenderers for Package C4-ECV-02 fulfilling the qualification criteria as mentioned in the tender document under single stage two envelop (Technical & Financial) system as detailed in the Table below. The duration of the contract (completion period of work) is 36 months. Tenderers are advised to note the clauses on eligibility (Section 1 Clause 4), minimum qualification criteria (Section 3 – Evaluation and Qualification Criteria), to qualify for the award of the contract. In addition, please refer to paragraphs 4.4.1 and 4.4.2 of the “INTERIM OPERATIONAL DIRECTIVES ON Procurement Instructions for Recipient” setting forth the AIIB’s policy on conflict of interest.

Procurement will be conducted through International open Competitive Tendering (IoCT) method as specified in the AIIB’s “Procurement Instructions for Recipient, June 2016, and is open to all eligible Tenderers. Tenderers from India should, however, be registered with the Government of IndiaorotherStateGovernmentsorState/CentralGovernmentUndertakings. Tendererswho are not registered as above, on the date of tendering, can also participate provided they get themselves registered by the time of contract signing, if they become successful Tenderers.

The tender document in English is available online on CPP portal from 10.08.2020, 18:00 hrs in the e-procurement website (https://eprocure.gov.in/eprocure/app) till 09-11-2020, up to 18:00 hrs for a nonrefundable fee as indicated in the table below. The method of payment will be online in the e-procurement portal or throgh NEFT/RTGS/SWIFT/Demand draft. Payment documents are to be submitted as per the procedure described in paragraph 9 below. Tenderers will be required to register in the website. The Tenderers would be responsible for ensuring that any addenda available on the website is also downloaded and incorporated.
