Item Description:
This Invitation for Bids follows the General Procurement Notice (GPN) published online in UN Development Business Ref # AfDB350-04/17 posted 10 April 2017 and on the African Development Bank Group’s website.
The Government of the Republic of Zambia has received funding from the African Development Bank (AfDB), the African Development Fund, Middle Income Trust Funds and Africa Growth Together Fund to finance part of the Integrated Small Towns Water Supply and Sanitation Program in Western, Luapula, Muchinga and Northern Provinces and now intends to use some of these funds for the Construction of Water and Sewerage Infrastructure in Luapula Province.
The Ministry of Water Development, Sanitation and Environmental Protection now invites sealed bids from eligible bidders for the Construction of Water and Sewerage Infrastructure in Luapula Province covering the scope summarized here below:
– Construction of Water and Sewerage Infrastructure in Mansa and Samfya – LOT 1
- Construction of pump stations and installation of associated electromechanical equipment;
- Construction of various water transmission (Ductile Iron pipelines varying in size from DN 150 to DN 400);
- Construction of 8 no. elevated steel tanks varying in capacity from of size 500 m3 to 1,000 m3 and 2 no. reinforced concrete reservoirs of 2,000 m3;
- Upgrade and replacement of distribution network pipelines and extension of the water distribution network to new development areas (ranging in size from DN 75 to DN 250 PVC); Supply and Installation of bulk water meters(13 no.)
- Installation of service connections, including supply and installation of water meters (appr. 18,000 no.);
- Construction of shared water taps Installation of Telemetry system for the WTP and water tanks (Radio System)
- Reconstruction of sewerage networks and 1 network pump station (ranging from DN 160 to DN 315) and Construction of detached waterborne toilets
- Construction a conventional wastewater treatment plant (capacity 3,000 m3/day);
– CP2 Construction of Water and Sewerage Infrastructure in Mwense and Kawambwa –LOT2
- Construction of a new weir upstream on Mwense Stream
- Raw water gravity transmission main from new weir to theWTP (9.6km, ND 400 PVC)
- Minor rehabilitation of the existing WTP(rapid sand filters) and construction of a conventional slow sand filter WTP (50 m3/hr – 1,200 m3/day capacity);
- Rehabilitation and Construction of HL pump stations and installation of associated electromechanical equipment;
- Construction of 2 no. elevated steel tanks of 500m3 capacity;
- Construction of 2 no. reinforced concrete reservoirs of 1,000 m3;
- Upgrade and replacement of distribution network pipelines and extension of the water distribution network to new development areas (ranging in size from DN 75 to DN 200 PVC);
- Installation of service connections, including supply and installation of water meters (appr. 4,000 no.);
- Supply and Installation of bulk water meters (8 no.)
- Construction of shared water taps
- Installation of Telemetry system for the WTP and water tanks (Radio System)
A Prebid meeting and Site Visit will take place from 19th August 2019 to 23rd August, 2019 starting at 09:00am. The venue for the Pre-Bid site visit meeting will be at the Luapula Water and Sewerage Company Offices in Mansa town.

Bidding will be conducted through International Competitive Bidding (ICB) procedures specified in the African Development Bank Group’s Rules and Procedures for Procurement of Goods and Works, May 2008 Edition (revised 2012) and is open to all bidders from eligible source countries as defined in the Guidelines.

10:30hrs local time on 18th September 2019. Bids will be opened in the presence of bidders’ representatives who choose to attend on 18th September 2019 at 10:30hrs
Bids must be accompanied by a Bid security (Unconditional Bank Guarantee) or equivalent amount in a freely convertible currency, issued by reputable Financial Institutions with a bid validity period of 120 days from bid submission date.
