Item Description:
The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB was founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund. The AfDB’s mission is to fight poverty and improve living conditions on the continent through promoting the investment of public and private capital in projects and programs that are likely to contribute to the economic and social development of the region. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).
Notice of Expression of Interest
The Economic Community of West African States (ECOWAS) Commission has received a Grant from the African Development Bank and the European Union, to cover the cost of studies on the Abidjan-Lagos Corridor Highway Project and intends to use part of the grant amount to finance the service contract of consultants responsible for conducting the Public- Private- Partnership (PPP) Structuring Studies and Providing Transaction Advisory Services for the Abidjan –Lagos Corridor Highway Project.
The services under this contract mainly consist of analysis, design and execution of an approach on an implementable PPP Scheme for project investment. They comprise: i) PPP due diligence, PPP viability assessment; establishment of PPP financial model, market sounding, developing PPP structure and identification of follow-on PPP projects; ii) preparing model documentation {e.g. Request for Quotations (RfQs), Request for Proposals (RfPs), Bidding documents, concession agreement} and assisting in the transaction for selected PPP viable follow-on projects.
The PPP studies will be conducted over the Abidjan- Lagos highway route of an estimated length of 1028km. The highway route originating at Bingerville in Abidjan and ending at Eric Moore in Lagos.
The overall duration of the studies is estimated at eighteen (18) to twenty-four (24) months.
The ECOWAS Commission hereby invites Consultants (firms specializing in PPP Structuring and Transaction Advisory services) to apply in order to provide the services described above. Interested, eligible and qualified consultants shall provide information on their ability and experience, showing their qualification for services of similar magnitude. The short-listing criteria are:
a) Experience within the last ten (10) years in the area of PPP Appraisal (feasibility assessment), Structuring and Transaction Advisory services up to financial close;
b) Firms’ general organization (structure and availability of appropriately skilled staff,).
NB: Each reference will be summarized on a project sheet and will be considered only if the candidate attaches supporting documents indicating the contact information of the contracting authorities so as to facilitate verification of the information provided: Excerpts of contract (inner cover page, key project personnel page and page with the signatures) or attestation of good performance.
Consultants may associate with other eligible consultants to increase their chances of qualification.
The eligibility criteria, the preparation of shortlist, and the selection procedure shall comply with the AfricanDevelopment Bank’s Procurement Policy Framework (dated October 2015), available on the Bank’s website:http://www.afdb.org. The selection procedure will be based on Quality Based Selection Method (QBS), and a shortlist of six (6) firms which present the best profiles shall be drawn up after the expression of interest.
