    The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB was founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund. The AfDB’s mission is to fight poverty and improve living conditions on the continent through promoting the investment of public and private capital in projects and programs that are likely to contribute to the economic and social development of the region. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).

    Request for Expression of Interest (REOI)

    The Government of Kenya has received financing from the African Development Bank towards the cost of implementing the NAIROBI RIVERS BASIN REHABILITATION AND RESTORATION PROGRAME: SEWERAGE IMPROVEMENT PROJECT PHASE II (NARSIP II) and intends to apply part of the proceeds for consulting services to carry out annual environmental and social compliance audits.

    The consulting services (“the Services”) involve undertaking Environmental & Social Compliance Audits for 5No ongoing projects. They include:

    i. Construction Works for Rehabilitation of Dandora Estate Sewerage Treatment Plant (DESTP) (Lot 1).

    ii. Construction of Kahawa West, Githurai 44 & 45 and Kahawa Sukari reticulation Sewers (Lot 2).

    iii. Construction of Mwiki & Clay works reticulation Sewers (Lot 3). iv.Construction of East and West of Nairobi reticulation Sewers (Lot 4).

    v. Construction Works for Extension of Water and Sewerage Intervention for Informal Settlements (Lot 5).

    The scope of services for the Consultant will include but will not be limited to:

    i. Review of the Bank’s environmental and social policies’ requirements,

    ii. Review of the applicable national legislations, regulations, norms, standards and procedures, including national legal Authorization, Permits and Certificates required prior to actions,

    iii. Review of available reports on the project including the project appraisal reports, the Loan/grant agreements, Environmental and Social Management Framework (ESMF) for the program, site specific environmental and social impact assessment reports, resettlement action plan reports, construction environmental and social management plans, the quarterly E&S Safeguards implementation and monitoring reports, any relevant documentation and records available and necessary for the assessment of the project E&S performance,

    iv. Determining and agreeing on the scope, methodology and specific set of criteria for the compliance audits with the AWWDA,

    v.Evaluation of the actual capacity for managing and monitoring implementation of agreed mitigation measures and related E&S safeguards documents applicable to the project,

    vi.Holding consultation(s) with the relevant regulatory agencies and stakeholders on the status of the project with respect to identified E&S risks and impacts as well as planned and implemented mitigation measures as per the required legal permits and regulations as well as meeting international best practices as per the Multilateral Environmental Agreements,

    vii. Carrying out project site inspections to assess project implementation activities including management of contractors and related environmental and social risks and impacts.

    viii. Carry out an analysis of the long-term project’s environmental and social sustainability and recommend corrective measures required for long term sustainability.

    ix.Preparation of a comprehensive Environmental & Social Compliance Audit Reports.

    The consultancy services will be carried out over a period of 24 Months.

    Athi Water Works Development Agency now invites eligible consulting firms (“Consultants”) to Express their Interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

    a)  At least five (5) years experienced in environmental and social audit in water and sanitation projects including large infrastructure construction projects.

    b)  Should be registered with the National Environment Management Authority(NEMA) and should be having valid practicing license.

    c)  Experience in preparing and/or managing the implementation of the Environmental and Social Impacts Assessment (ESIAs), Environmental and Social Management Plans (ESMPs), Environmental and Social Management Frameworks (ESMFs), Resettlement Action Plans (RAPs) of projects financed by AfDB or other DFI.

    d)  Experience in Occupational Health and Safety Audit of large infrastructure construction projects including water and sanitation.

    e)  Experience in carrying out similar assignments in Kenya.

    Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications and experience.

    A Consulting will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.

    Expressions of interest must be delivered in a written form to the address below (in person, or by mail, or by fax, or by e-mail) by 12.00 Noon East African Time on 2nd August 2022.
