Item Description:
The Food and Agriculture Organization of the United Nations (FAO) is interested in contracting a consultancy firm, working under direct supervision of the Information Management and Innovations Unit, to develop and set up a Digital platform that will support better and sustainable crop, fishery, and livestock production by building synergies between farmers, traders, input suppliers and government agencies. The consultancy firm is expected to design, develop and rollout a platform with the following components.
- E-Registry
- Voucher Platform
E-Registry will facilitate management of beneficiaries enrolled in various interventions. Information to be captured will include beneficiary bio data, demographic data, fingerprint, images, production data, inputs demand, size of field or fields, livestock, Agro dealers’ data and any other information envisaged important. Data will be captured through various approaches including a mobile based application especially in remote areas while offline and later synced to a database once the tablet is connected to internet, web application as. The database will be hosted in a secure server meeting all data protection measures as advised by Government supported by FAO. On behalf of the Government, FAO South Sudan will store and manage farmers data collected and later hand over the E-Registry to the Government once it has capacity and adequate infrastructure to accommodate the whole system. This E-Registry module will be the core module and will be integrated with other modules to enable enrollment of beneficiaries and Agro dealers to the voucher programme. The E-registry should be accessed via web and mobile application.
Voucher Management. This module will facilitate enrollment of beneficiaries to voucher programmes and provide opportunity to Agro dealers and locally seed producers to a wider market of their products. Due to the nature of network infrastructure in South Sudan, this platform will be supported with the use of paper based vouchers that can be verified offline through the use of a mobile application provided to the Agro dealers. Beneficiaries will also be biometrically verified using the same mobile application to ensure they are the actual beneficiaries receiving inputs. The platform is essential to government agencies and resource partners in tracking of inputs procured locally and distributed to farmers and livestock keepers. Under this platform, crop producers and livestock keepers will be able to get access Agro-dealers, mechanization services, and other suitable services available in the country. The platform should be accessible via web and mobile applications.
Task 1. System Requirements Specification Document
The consultant will research and gather critical information through discussions with the key stakeholders and understand their user needs to be incorporated into the proposed ecosystem. Using the findings, the consultant is expected to prepare a system requirements specification document detailing the system architecture, Unified Modeling Language (UML) diagrams, database design, system mockups, functional and non-functional requirements. This is essential in ensuring that the firm understands the user requirements and what is expected by the system users.
Task 2. Software Development:
The firm will proceed to the system development phase based on the approved Software Requirements Specification document. The consultant is expected to develop all the system components as agreed, integrate all components and test components to ensure the digital platform is functional as expected. All modules will be designed in a user centered approach conforming to the user requirements as outlined in the Software Requirements Specification document. A user acceptance testing will be conducted for the targeted beneficiaries to ensure all features designed and developed are tailored to the end users’ capabilities and abilities. The solution to be provided should have a language configurability feature whereby targeted beneficiaries are able to access services while achieving a better system user experience. The consultant is encouraged in employing an agile system development approach as this will ensure progressive development, testing and rollout of system components. The outcome of this task should be a fully-fledged system incorporating all components as indicated in the Term of Reference (TOR) and the Software Requirements. The system should be hosted on a dedicated server and accessible for piloting. The consultant should be able to gather all feedback from piloting phase and address any bugs detected.
The consultant will set up and maintain the system running environment for a period of 6 months thereafter handover to the client. Through FAO and relevant government bodies, the consultant will come up with a hosting solution that is in line with the South Sudan data laws. With technical support from FAO, ministry of Agriculture and Food Security will oversee the hosting environment and take stewardship of the system
Task 3. Training and Handover
For successful implementation of the system, the consultant should ensure proper training and handover has taken place to ensure sustainability. The consultant will provide training materials, user guides, maintenance manual and technical materials in English; train relevant system users who include, government staff, FAO staff, community representatives, agents and any other system users deemed necessary; onboarding of all stakeholders into the system and ensuring the system is operational.
Publicize the service and deploy the service to farmers, farmer groups, traders and agricultural produce buying companies through means such as meetings, sensitizations, promotions, advertisements etc.
During the handover, the consultant will provide recommendations for a long term maintenance and operations team with capacity to maintain, upgrade or expand the system as needed. This includes number of personnel needed and the technical background needed.
Task 4. Warranty and Maintenance
Warranty and maintenance of all modules of the system, website and mobile applications for 6 months after completion and handing over of the complete and functional system to the client. Ensure that all issues encountered, such as bugs/errors and functionality change requests are resolved in a timely manner and ensure the smooth operation of the system. The warranty period should cover all feature enhancements, customizations, and additional reports.
Up to 15% of technical assignment can be revised on a free of charge basis. The proposal on the annual maintenance cost should be provided along with the budget of this project by the consultant that will be presented for further consideration.
