    Item Description:

    The World Health Organization (WHO) was established in 1948 as a specialized agency of the United Nations. The objective of WHO (www.who.int) is the attainment by all peoples of the highest possible level of health. “Health”, as defined in the WHO Constitution, is a state of complete physical, mental and social well being and not merely the absence of disease or infirmity. WHO’s main function is to act as the directing and coordinating authority on international health work.

    Objective of this tender

    Antimicrobial resistance (AMR) is a global public health problem that threatens the achievements of universal health coverage and the Sustainable Development Goals. In the Western Pacific Region, AMR is becoming an increasing problem and the continuing use and overuse of antimicrobials contributes to this process.

    One of the key areas for action is to control, monitor and regulate the use of antimicrobials.  The information on the use of antimicrobials in the human, animal, agriculture and food-producing animals will help governments and other stakeholders to develop policies, regulations and intervention to ensure the appropriate use of antibiotics. The WHO Office in the Western Pacific Region supports countries to set-up systems and strengthens capacity for monitoring antimicrobial consumption and use (AMC/AMU).

    In view of this, it is proposed to set-up a Regional Antimicrobial Consumption Surveillance System to conduct AMC/AMU monitoring across the Western Pacific Region with the aim of increasing multi-stakeholder accountability and strengthening stewardship of antimicrobials and improving health outcomes.

    The system aims to capture and synthesize information on antimicrobial consumption and use across sectors and countries and will be undertaken through:

    • Setting-up and building capacity for antimicrobial consumption monitoring systems in countries and ensure that information on antimicrobial consumption and use will influence national policies, strengthen stewardship and improve clinical management of AMR infections; as well as contribute to the regional database on antimicrobial consumption and use
    • Establishment of a web-based regional database to capture data from countries. The database will serve as a basis for regional analysis and technical advice to countries.
    • Establishment of community monitoring through online and web-based reporting using a mobile application connected to retail outlets across the region to enable reporting of antibiotic dispensed in the community;
    • Issuance of an annual strategic and technical report on antimicrobial consumption in the Western Pacific Region.

    PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY

    • Develop mobile application to conduct antimicrobial consumption monitoring
    • Develop web-based reporting platform for Western Pacific Regional Antimicrobial Consumption Surveillance System

    DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT

    Under the supervision of DHS/EMT, the contractual partner will deliver the following outputs:

    Output/s

    Output 1: Develop an end-to-end mobile app for both Android and IOS for antimicrobial consumption monitoring.

    Output 2: Develop web-based reporting platform for Western Pacific Regional Antimicrobial Consumption Surveillance System.

    METHODS TO CARRY OUT THE ACTIVITY 

    Phase I: User Interface mobile app and web-based reporting platform (complete by end of July)

    Web-based platform: Design user interface and define functionalities. The web-based platform should have the following functionalities

        • National consumption data
        • Point prevalence data
      • Data visualization tab
        • 3-5 different visualizations of collected data
        • Download and export submitted data

    • Mobile app: Design mobile app proposed user interface and functionalities. The app should have the following functionalities
    • Registration of users

      • E-mail
      • Name of pharmacy
      • OTP registration
    • Login page
    • Front end
      • User dashboard
      • Data collection functionality
        • Quick and intuitive reporting form
      • Data visualization functionality
        • 3-5 different visualizations of collected data
      • Form to report issues with pharmaceuticals + ability to attach photo
      • News tab
      • Reminder functionality / Push notifications
    • Back end
      • User dashboard
      • Data summary visualization functionality
        • 3-5 different visualizations of collected data
      • Data extraction functionality
      • Data filter functionality
      • Push notification to front-end
      • Reminder functionality / Push notifications
      • User manager function

    Phase II: development of above defined pages and functionalities of web-platform and mobile app (August-September 2019)

    • Develop web-based platform and mobile app for IOS and Android.
    • Style and feel of app and web platform developed in close consultation with WHO WPRO

    Phase III: Beta testing of app and web-based platform (by 10 October 2019)

    • Register domain and hosting of both data of the app and web platform.
    • Conduct beta testing in secure and closed environment
    • Fix known issues and incorporate provided feedback into revised version of app and web platform                                                                                    

    Phase IV: Launch and customer support after launch of app and web platform

    • Provide training to designated WHO staff to maintain and update website and app.
    • Provide remote technical support to fix bugs up to 6 months after launch

    WHO WPRO is responsible for the following:

    • Assign a focal point to work closely with the service provider throughout all stages of the project.
    • Supply test data and methodology for consumption monitoring data
    • Provide technical support to develop and integrate consumption monitoring data algorithms in mobile app and web-based platform.

    QUALIFICATIONS & EXPERIENCE

    EDUCATION

    Essential:

    • Project manager with training in computer science, audio-visual production/design, or related fields.
    • Demonstrated knowledge in developing CMS.

    Desirable: 

    • Degree in UX/UI

    EXPERIENCE

    Essential: 

    • At least 5 years’ experience in developing web-based platforms, mobile apps for Ios and Android.

    Desirable:

    At least 7 years’ experience in developing complex mobile apps.

    TECHNICAL SKILLS & KNOWLEDGE

    • Demonstrated knowledge of development of mobile apps,
    • Strong knowledge of UI/UX and ability to present large, complex datasets in a clear and understandable manner
    • Substantial experience in developing CMS (Headless or traditional CMS)
    • Ability to work independently and in close collaboration with WHO
    • Excellent interpersonal and communication skills
    • Attention to detail

    LANGUAGES

    • Fully fluent written and spoken English is essential.

    ADDITIONAL INFORMATION:

    The contractor will work in close collaboration with DHS/EMT as well as RDO/COM and is responsible for all stages of the development and planning process. The contractor does not need to work in the WPRO office.
