The World Health Organization (WHO) was established in 1948 as a specialized agency of the United Nations. The objective of WHO (www.who.int) is the attainment by all peoples of the highest possible level of health. “Health”, as defined in the WHO Constitution, is a state of complete physical, mental and social well being and not merely the absence of disease or infirmity. WHO’s main function is to act as the directing and coordinating authority on international health work.
The Western Pacific Regional Office (WPRO) is one of the six regions of the World Health Organization. Headquartered in Manila, Philippines, we work with health authorities and other partners in 37 countries and areas with more than one quarter of the world’s population.
BACKGROUND
The Pacific Health Information Network (PHIN) is a peer-to-peer network organization of health professionals participating or directly working on digital health. Since its inception at a Health Metrics Network (HMN) meeting in Noumea, New Caledonia in 2006, the goal was to provide opportunities for digital health stakeholders in the Pacific to network, learn, share knowledge and learnings, and collaborate across the region.
Under a common vision “Guided by our five core values, PHIN fosters digital health and supports capacity building of health professionals to realize, navigate and achieve goals of the Pacific Island Countries and Territories” and a purpose of establishing “A network of professionals that connect, innovate and collaborate towards a national health plan using health information for evidence-based decision-making to measure and improve health outcomes in the Pacific Island Countries and Territories (PICT) through appropriate and sustainable digital health solutions,” PHIN’s new 2019 – 2021 strategy is defined by its four goals:
- Strengthen leadership, governance, and brand
- Advance capacity building and inclusive growth
- Improve peer assistance
- Strengthen regional cooperation and multi-sector collaboration
PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY
The purpose of the contract is to host and develop a robust and highly functional website. The features of the website, capabilities, and layout must include but not be limited to:
Mandatory:
- A simple yet inspiring and appealing graphic design that embodies the PHIN website’s character, needs, and branding guidelines.
- A user-friendly, interactive and responsive design that can be accessed across different platforms such as mobile phones, tablets, etc.
- The design must be applicable and accessible across most popular browsers which can be tested/validated and allows for regular updates/improvements.
- Include links to all of the network’s active social media platforms (Facebook, Twitter, YouTube, Instagram, etc.)
- Implement social bookmarking tool for website users to share website content on their social media accounts.
- Implement the website using a reliable, secure, and easy-to-use Content Management System for the website.
- A comprehensive CMS allowing the content team to perform updates in all segments of the site without requiring any technical knowledge/coding skills for changes and updates.
- A CMS having role-based access for different types of users (secretariat and other network member organizations) to publish their content.
- A module for intelligent content organization including sorting, filtering, searching by date, country, and thematic areas options for all the published knowledge products in various formats such as word processing files, spreadsheets, PDFs, images and interactive maps, and URLs.
- Develop an archiving functionality for news, past events and previous editions of e-newsletters on the website
- Implement complete site-level information search and display search results in an organized manner.
- Design and implement a site content search functionality for better discoverability of content
- Provide prompt support in improving, troubleshooting and facilitating the website management during the pilot phase and after deployment (live instance).
- Orient existing and upcoming secretariat team members and partners in effectively using the website.
- Implement on-page SEO features that give the administrators the ability to set page titles, meta descriptions, and page URLs. Introduce basics of SEO.
- Embed Google analytics and ensure compliance with best industry practices. – statistics of the webpage
- The website should be specifically optimized to work smoothly in PICTs or other low-internet bandwidth locations.
- Add Google Analytics to the site, and provide access to the network to see website performance analytics – e.g. which countries are accessing webpage, where hits are coming from, user location, returnees/one-offs from website host
- Provide enterprise or business grade hosting with high availability of 99.9% SLA uptime guarantee.
- Assure the transition of ownership of all components of the website to the secretariat at any time when the secretariat requires without requiring additional costs of ownership transfer (hosting, domain, certificates, firewall platform, cloud storage).
- Provide website software maintenance by ensuring all software are most current.
- After the development of the website, continuously provide design services to the secretariat to publish in-country /regional conferences, workshops and other events on the website – new functionalities and features additional web-design work
- Provide ongoing advice to the content preparation team members in improving and optimizing website content for optimized digital presence, including search engine optimization for all leading search engines.
- Provide 3 PHIN emails
DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT
Detailed scope of work includes:
Activity Methods
A. Look and feel:
Outputs: The website presents a new visual look (artwork/layout/design) and its functionalities. Based on the debriefing session and this TOR, the company will develop a design concept for the site. The vendor will share a maximum of three proposals with the WHO team.
B. Contents are developed and integrated in the PHIN site:
Outputs:
- Website structure and organization established
- Gathering of information related to site content (with WHO – PHIN assistance)
- Functionalities to include in the new templates
- Multiple page styles and custom post types;
- Search function by news, type of publication/guidance, type of resource, events, country story and issue;
- Interactive map;
- Link the site with other platforms
Test site before going live. – once all functions are published.
C. Support and maintenance:
Outputs: Deliver an instruction webinar for the support staff and system administrators to perform content and website maintenance tasks
Administrative and technical support, quality control for a period of 3 months
D. Source Code handover:
Outputs: Full source code including all developed libraries shall be handed over to WHO/SPC.
E. Hosting:
Output: Provide annual hosting services over 5 years with 99.9% SLA uptime guarantee.

QUALIFICATIONS & EXPERIENCE
EDUCATION
Essential: A bachelor’s degree in computer science, communications or business or Completion of a college program in computer science, graphic arts/design, Web design
EXPERIENCE
Essential: Be a reputable firm with at least 7 years of prior experience designing visually appealing and navigation friendly web sites;
TECHNICAL SKILLS & KNOWLEDGE: The contractor should have demonstrated experience in:
- using different Content Management Systems (CMS);
- current web development technologies and design tools in the field, and new software and other web programming languages and program:
- recent trends in graphic design, web sites, including online video publishing, and social media networking.
LANGUAGES
Written and spoken fluency in English is essential
