Evaluations of the Global Fund investments in Focused Countries in the Africa and Middle East region

The Global Fund’s Framework for Data Use for Action and Improvement (DUFAI) emphasizes the need for the conduct of program evaluations to generate evidence and learning regarding program design, implementation and outcomes with a view to improving these aspects. These evaluations provide information on program effectiveness, impact, sustainability and on quality of services and data which are critical for program planning.

Countries are recommended to conduct periodic program reviews/evaluations at least once in the grant cycle (once every 3 years) to examine progress against the goals and objectives in the National Strategic Plans, improve performance and quality, and to achieve better results. Program evaluations typically use the logical framework from inputs to impact using information from the regular monitoring and evaluation systems. In addition to routine data collection, program evaluations use data from various other sources like surveys and special studies.

The Global Fund’s Differentiation for Impact (D4I) framework divides Global Fund supported portfolios/countries into three groups: High Impact, Core and Focused. For greater efficiency and enhanced impact, investments in the 3 groups of countries are managed in a differentiated manner, with major resources allocated to the High Impact portfolios and streamlined processes put in place for management of investments in Focused portfolios. As of November 2019, there are 25 High Impact countries, 30 Core countries and 49 Focused countries.

Through this RFP, the Global Fund seeks to contract an organization to conduct HIV, TB and malaria evaluations of Global Fund investments in several Focused countries in the Global Fund Africa and Middle East (AME) region. The AME region comprises of the West and Central Africa (WCA), South and Eastern Africa and Middle East and North Africa (MENA) subregions.
