Framework Contract for Online Ordering of Chemicals and Laboratory Consumables

The European Commission, Directorate-General for Joint Research Centre (JRC), referred to below as the contracting authority, is planning to award the contracts resulting from the above procurement procedure. The procurement documents consist of the contract notice, the invitation letter, the draft contracts and tender specifications with their respective annexes. Subject of the Call for Tenders

JRC-Geel seeks to establish a supply framework contract for the online ordering of chemicals and laboratory consumables, divided into 2 lots.

For the purpose of this document the term laboratory consumables is not limited to single use, disposable items like, amongst others, pipettor tips, gloves, small glass vials, waste bags, but also, f.i., multi-use glass ware, multi-use pipettors, and even instrument parts which need frequent replacement.

These laboratory consumables are to be used in the laboratories in frame of JRC-Geel’s objective to build confidence in the comparability of measurements by developing advanced measurement standards and providing state-of-the-art scientific advice concerning measurements and standards for EU policies. For this purpose, the supply of laboratory consumables is needed at regular intervals in small and large quantities on short term request.

Tenderers can apply for one or both lots, but shall clearly state for which lot(s) the offer is submitted. Each lot requires a separate offer:

• Lot 1 – Laboratory consumables

This lot covers consumables to be used in the laboratories in frame of JRC-Geel’s objective to build confidence in the comparability of measurements by developing advance measurement standards and providing state-of-the-art scientific advice concerning measurements and standards for EU policies. For this purpose the supply of laboratory consumables is needed at regular intervals in small and large quantities on short term request;

• Lot 2 – Chemicals and consumables for PCR/QPCR manufactured by Life Technologies and DNA/RNA analysis related chemicals:

This lot covers chemicals and consumables for DNA/RNA analysis carried out in the JRC Geel Biotech laboratories, in frame of the mission of JRC-Geel, with validated methods mostly based on PCR, quantitative PCR and sequencing instruments manufactured by Life Technologies. For this purpose the supply of chemicals and consumables, which in some cases have a limited shelf-life, is needed at regular intervals in small and large quantities on short term request;

Tenderers can subscribe for one or both lots.

For each lot, the minimum list of products the contractor has to be able to supply annually is given in the Financial Offer Form (Annex 6 of the Administrative Specifications). This annex provides a list of specified products needed on a regular basis by JRC-Geel, as well as an estimated amount to be ordered annually. It is not an exhaustive list but an estimation of the needs from JRC-Geel and will serve to evaluate the tenders provided by the tenderers. No rights can be derived from this estimation. Tenderers shall present their best offer for the products listed in the ‘financial offer form’.

JRC-Geel might also order other products from the contractor’s general catalogue. This general catalogue shall give a detailed description of each article subject to delivery by the Contractor. The general catalogue and price list should be an official public document, containing prices available for all customers that can be freely accessed without login and/or password. This general catalogue shall give a detailed description of each article subject to delivery by the Contractor. The catalogue shall describe the characteristics and the information in order to enable the client to precisely identify the chemicals and consumables.

Delivery units shall be described and quantified in a clear and comprehensive manner. The catalogue must be available at least in the English or Dutch language and must be part of the offer.
