    Item Description:

    This Invitation for Tenders follows the General Procurement Notice for this project which was last updated on the European Bank for Reconstruction and Development (the Bank) website, Procurement Notices (http://www.ebrd.com) on 13th September 2018.

    City of Belgrade – Secretariat for Investments, Trg Nikole Pasica 6, 11000 Beograd, Serbia, hereinafter referred to as “the Employer”, intends using part of the proceeds of a loan from the Bank towards the cost of  Belgrade Green Boulevard.

    The Employer now invites sealed tenders from contractors for the following Contract to be funded from part of the proceeds of the loan:

    • Reconstruction of the streets route: Kraljice Marije – 27. Marta – Dzodza Vasingtona – Cara Dusana.

    Works include, amongst other, reconstruction of:

    • tramway line, carriageway and sidewalks,
    • overhead catenary system,
    • public lighting,
    • traffic signalization and traffic management system
    • water supply and used and rainwater sewerage systems,
    • protection of existing heating pipeline
    • electrical works for power supply
    • telecommunication networks reconstruction
    • soft landscaping

    Total length of the streets route is 2943m, covering the area of around 60000 sqm. Time for Completion of the whole of the Works is 200 calendar days with two sections out of six available for execution at any one time under the conditions of the traffic closure as described in the tender documents. DNP is 730 calendar days.

    Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country.

    To be qualified for the award of a Contract, tenderers must satisfy the following minimum criteria as further detailed in the tender documents:

    • The Tenderer, or any partner in a JVCA, shall not have a consistent history of litigation and/or arbitration resulting in awards against the Tenderer, or any partner in a JVCA, within the within the last 5 (five) years.
    • All pending litigation shall in total not represent more than ten per cent (10%) of the Tenderer’s net worth and shall be treated as resolved against the Tenderer
    • Financial statements showing the current soundness of the Tenderers financial position and its prospective long-term profitability for the last 5 [five] years (2013, 2014, 2015, 2016, 2017 and forecast for 2018). Bank accounts of the tenderer must not be blocked due to unpaid debts in the period of six months before the tender issuance date.
    • Minimum average annual construction turnover of 35,000,000 EURO, calculated as total certified payments received for contracts  in progress or completed, within the last five (5) years (2013, 2014, 2015, 2016, 2017 and forecast for 2018)
    • The Tenderer must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the following cash-flow requirement: 8,000,000 EUR and the overall cash flow requirements for this Contract and its current commitments.
    • Experience under contracts in the role of contractor or management contractor for the last 5 [five] years prior to the tender submission deadline, and with activity in at least nine (9) months in each year.
    • Participation as contractor or management contractor in at least 2 (two) contracts within the last 5 (five) years, each with a value of at least 15,000,000 EUR (fifteen million EUR), that have been successfully and substantially completed and that are similar to the proposed Works. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VI, Employer’s Requirements.
    • Within the last 5 (five) years, a minimum experience in the construction / reconstruction of 15km of urban roads and 8km of single truck  tram/urban railway/ metro/LRT infrastructure.

    Tender documents may be obtained from the office at the address below upon payment of a non-refundable fee of 24.000,00 RSD or 200 EUR.

    Note: all money transfer costs should be paid by the tenderer.

    Upon receipt of appropriate evidence of payment of the non-refundable fee, the documents will promptly be dispatched by courier; however, no liability can be accepted for their loss or late delivery. In addition, if requested, the documents can be dispatched electronically after presentation by the prospective Tenderer of an appropriate evidence of payment of the non-refundable fee. In the event of discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.

    All tenders must be accompanied by a tender security of RSD 60,000,000 (sixty million dinars), or equivalent in EUR on the date of tender security issuance.

    Tenders must be delivered to the office at the address below on or before 14:00h on 11th February 2019, at which time they will be opened in the presence of those tenderers’ representatives who choose to attend.
