Long Term Agreement for the provision of open-source IT services

Item Description:

The Joint United Nations Programme on HIV and AIDS (UNAIDS) ICT department, in collaboration with the Strategic Information Department, is looking to establish Long Term Agreements (LTA) with multiple vendors to facilitate the outsourcing of work for the continuous development and maintenance of UNAIDS web applications.

UNAIDS will issue, based on internal demand, specific contracts with pre-determined terms of reference for contractors under LTA. It is anticipated that UNAIDS will issue contracts with a duration of between 2 weeks and 6 months.

Multiple simultaneous contracts could be issued to the same or different companies.

UNAIDS is seeking functional and technical skills in the following areas of Information Technology:

• Software development and testing using the following technologies:
o Python and Django framework
o Javascript and NodeJS runtime
o Drupal and PHP
o Databases: MySQL, MSSQL and MongoDB
o ETL: Python / Open Source -based
• User Interface(UI) / User Experience (UX) design of web applications
• Project management of development work using the above-mentioned technologies

The expectation from IT service providers who are contracted through this long-term agreement is that they would be able to provide the required staff within a maximum of three weeks from the original UNAIDS request. The prompt availability of qualified staff is critical to the success of this agreement.

The Long-Term Agreement (LTA) with successful bidders to carry out the on-going IT outsourcing needs of UNAIDS will be first for a duration of two years, with a potential extension of one additional year. The agreement will take into effect upon the awarding of the contract, which is expected to happen between December 2018 and January 2019.
