Item Description:
The European Investment Bank (EIB), hereafter also the “Bank” on behalf of the EIB Group is publishing a Call for tenders with the objective to award a Framework Agreement (hereinafter “Framework Agreement” or “the Agreement”) to a single service provider for the provision of Mobile Telephony Services and associated equipment for the European Investment Bank Group.
The Service Provider shall provide the following services to the EIB:
- Mobile telephone services (including voice and data communications, SMS and MMS, inside and outside of Luxembourg; SMS gateway etc.)
- Supply of the associated devices (smartphones, tablets, Mobile Wi-Fi hotspots, accessories, etc.)
- Software services (such as operating and supporting a Mobile Device Management solution and others)
- Administrative services (such as deployment and support, reporting, invoicing, web portal and others).
This document provides a detailed description of the services, of the specific requirements for the services, as well as of the current situation. It also provides specific requirements for the pricing of the different services, and the detailed requirements for the Service Level Targets. Finally, the document provides other important provisions for the performance of the services, as well as a description of the contracting modalities.
The EIB currently has an active framework agreement covering a similar scope of services, which will expire in 2021, and therefore the main objective of this call for tender is to ensure continuity of services with a focus on efficient pricing, quality services as well as improved response and service times.
This document and its Appendices describe all the requirements for the services to be provided and all the necessary information to allow the potential Tenderers to respond to the Call for tenders. It also contains a description of the current services for informational purpose only. The examples and description of tasks outlined in these Terms of Reference and its Appendices are not exhaustive. Once the Agreement has entered into force, the EIB can assign additional tasks or request additional services falling within the scope of the Call for tenders, even if they are not included in the Tenderer’s technical proposal.
