    Item Description:

    The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB was founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund. The AfDB’s mission is to fight poverty and improve living conditions on the continent through promoting the investment of public and private capital in projects and programs that are likely to contribute to the economic and social development of the region. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).

    Request for Expressions of Interest

    The Government of Namibia has received financing from the African Development Bank (ADB) toward the cost of the Education and Training Quality Improvement Project (ETQIP)), and intends to apply part of the agreed amount for this loan to payments under the contract for the consultancy to provide auditing services for the overall ETQIP in order to verify compliance to procurement rules and procedures.

    The services included under this assignment is to provide comprehensive auditing services to verify the compliance of procurement rules and procedures. This is will be an eight (8) weeks assignment to complete the task.

    The Expression of Interest (EOI) should include the modalities and strategy on how the Consultant will conduct the assessment. It is envisage that the Consultant should possess the following: (i) a minimum of Master’s Degree (NQA Level 9 or Equivalent) in any procurement related discipline, (ii) at least 10 years post-qualification practical experience in procurement and contract management, (iii) at least 8 years’ experience in development partners/donor funded procurement and project management auditing, (iv) be familiar with African Development Bank procurement guidelines, policies and regulations, and (v) should have a good report writing and communication skills.

    The Ministry of Education, Arts and Culture therefore invites eligible Individual Consultants to express their interest in providing these services for the Education and Training Quality Improvement Project (ETQIP). Interested Consultants must provide information that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills among, etc.

    Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Framework for Bank Group Funded Operations (BPM)’, dated October 2015 addition, which is available on the Bank’s website http://www.afdb.org. The Ministry of Education, Arts and Culture is under no obligation to shortlist any consultant who expresses interest.
