Procurement of a Consultant for the EAD Data Capture, Transmission and Compliance Project, A Project of the UPU’s Quality of Service Fund (QSF)

The Universal Postal Union (UPU) was founded in 1874 in Berne, Switzerland, with the main goal of establishing a single postal territory for the reciprocal exchange of letter-post items and adopting common principles for the international postal service in a non-discriminatory manner. Currently comprising 192 member countries, the UPU became a specialized agency of the United Nations in 1948.

The EAD Data Capture, Transmission and Compliance Project is a project of the UPU’s Quality of Service Fund (QSF). The main objective of the initial phase of this project is to carry out a feasibility study over 6 months and formulate a proposal to be submitted to the Board. The study will be carried out in countries in the African region for the EAD project since this project will serve as a pilot for regional EAD implementation. Moreover, the size and level of development of the DOs’ postal operations in the African region are within the same range, hence facilitating the design of the project as well as the implementation, monitoring and control. Once the methodology for EAD data capture and transmission has been proven effective, the same methodology will be employed for EAD projects in other regions.
