Item Description:
This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (http://www.ebrd.com ) on 6 February 2019.
SCE “Passenger Transport of Khujand City” (the Employer), has received a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Khujand Public Transport Project.
The Employer now invites sealed tenders from contractors for the Supply and Installation of the Automated Fare Collection System (AFC). The Contract will cover supply and installation of the AFC System including associated automated vehicle location system at 150 buses operated by the Employer. The Contractor will also be responsible for the maintenance of certain parts of the System within two years. Overall anticipated duration of the Contract is 30 months.
The tenderers will be post qualified and the tenderer shall meet the requirements contained in the tender documents. The following are key minimum criteria:
a) The Tenderer shall have an average annual turnover (defined as annual earnings, expressed in its equivalent of a defined currency) over the last five (5) years (i.e. 2014-2018) not less than USD 1.4 million equivalent.
b) At the first stage tender the Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the cash flow for the contract for a period of three (3) months, estimated as not less than USD 250,000 equivalent taking into account the tenderer’s commitments in other contracts.
c) The Tenderer shall have experience under contracts in the role of contractor or Contractor for the last five (5) years prior to the tender submission deadline, and with activity in at least nine (9) months in each year.
d) The Tenderer shall have experience in participation as contractor or management contractor in at least two (2) contracts within the last five (5) years for development and installation of automated fare collection systems and automated vehicle location systems with a value of at least USD 600,000 equivalent that have been successfully and substantially completed and that are similar to the proposed systems.
e) The Tenderer shall have experience in participation as contractor or subcontractor in at least two (2) contracts within the last seven (7) years that include maintenance services of automated fare collection systems and automated vehicle location systems with the scope of services similar to the proposed Contract.
f) The Tenderer shall have quality assurance, environmental management and/or occupational health and safety management systems certified for compliance with ISO 9001, ISO 14001 and OHSAS 18001 standards or shall submit his quality assurance/environmental management plans with the tender, to demonstrate the quality assurance procedures that would be applied during the Contract. These procedures in general should follow provisions of the above standards.
In the case of joint ventures, the lead partner shall meet not less than 60 percent and junior partners not less than 40 percent of all the qualifying criteria for general experience and financial position above.
Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from all countries. The proceeds of the Bank’s loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.

Upon receiving appropriate evidence of payment of the non-refundable fee, the documents will be promptly dispatched by courier, however, no liability can be accepted for loss or late delivery. If requested the documents can also be dispatched electronically after the presentation by the prospective tenderer of appropriate evidence of payment of the non-refundable fee. In the event of discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.
A two stage tender procedure will be adopted and will proceed as follows:
(a) the First Stage tender will consist of a technical proposal only, without any reference to prices, and a list of any deviations to the technical and commercial conditions set forth in the tender documents or any alternative technical solutions a tenderer wishes to offer, and a justification therefor, provided always that such deviations or alternative solutions do not change the basic objectives of the project. Following evaluation by the Employer of the First Stage tenders, the Employer will invite each tenderer who meets the qualification criteria and who has submitted a technically responsive tender to a clarification meeting. The proposals of all such tenderers will be reviewed at the meeting and all required amendments, additions, deletions and other adjustments will be noted and recorded in a Memorandum. Only qualified tenderers submitting a technically responsive and acceptable First Stage tender will be invited to submit a Second Stage tender.
(b) the Second Stage tender will consist of an updated technical tender incorporating all changes required by the Employer as recorded in the Memorandum to the clarification meeting or as necessary to reflect any amendments to the tender documents issued subsequent to submission of the First Stage tender; and the commercial tender.
First Stage tenders must be delivered to the address below on or before 14:00 (Local time) 13 September 2019 at which time they will be opened in the presence of the tenderers’ representatives who wish to attend.

All Second Stage tenders must be accompanied by a Tender Security USD 17 000 or its equivalent in Tajik Somoni or another convertible currency, and must be delivered to the address above on or before the time and date of the submission deadline specified in the Letter of Invitation to submit Second Stage tenders, at which time they will be opened in the presence of the tenderers’ representatives who wish to attend.
