Procurement of Laboratory Equipment

This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Opportunities (www.ebrd.com ) on 8 September 2016.

LLP “Kyzylzhar Su” hereinafter referred to as “the Purchaser”, intends to use part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Petropavlovsk Water Project.

The Purchaser now invites sealed tenders from Suppliers for the following contract(s) to be funded from part of the proceeds of the loan:

Lot 1: Supply of various laboratory equipment:

– Fluid analyzer (2 sets)
– Microscope (2 sets)
– Analyzer of BOD5 (1 set)
– Laboratory flocculator (1 set)
– Portable sludge depth sensor (1 set)
– Multi-seat heated water bath (1 set)

Lot 2: Supply of gas chromatograph (1 set)

The above-mentioned goods shall be delivered to the Purchaser’s warehouse in Petropavlovsk, the Republic of Kazakhstan.

Tenders are invited for one or more lots. Each lot must be priced separately. Tenders for more than one lot may offer discounts and such discounts will be considered in the comparison of tenders.

Tendering for contracts that are to be financed with the proceeds of a loan from the Bank is open to firms from any country.

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:

The tenderer shall have the average annual turnover as prime Supplier (defined as billing for Goods delivered and under delivery) over the last three (3) years equivalent to at least EUR 250,000 for Lot 1 and EUR 150,000 for Lot 2.
The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the production cash flow for the contract estimated as not less than EUR 100,000 for Lot 1 and EUR 40,000 for Lot 2 equivalent, taking into account the Tenderer’s commitments for other contracts.
If the Tenderer submits the bid for both lots, the above financial criteria shall apply in cumulative total.
The Tenderer shall have the experience as Supplier, in at least three (3) contracts within the last three (3) years, each with a value of at least EUR 80,000 for Lot 1 and EUR 40,000 for Lot 2, that have been successfully and substantially completed and that are similar to the proposed Goods.

Tender documents may be obtained from the office at the address below. Upon request the documents will be promptly dispatched to the potential Tenderer by e-mail.

Tenders must be delivered to the office at the address below on or before 15:00 (Local time) on 14 February 2017, at which time they will be opened in the presence of those tenderers’ representatives who choose to attend.

A register of potential tenderers who have obtained the tender documents may be inspected at the address below.
