Procurement of water meters and special equipment for water supply management

Item Description:

This Invitation for Tenders follows the General Procurement Notice for this project which was published on the European Bank for Reconstruction and Development (the Bank) website, Procurement Notices (http://www.ebrd.com) on 20^th of September 2016.

Municipal Enterprise of Naryn city “Vodokanal” hereinafter referred to as “the Purchaser”, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) and a grant from the Swiss Secretariat for Economic Affairs (SECO) towards the cost of Water and Wastewater Rehabilitation in the City of Naryn.

The Purchaser now invites sealed tenders from Suppliers for the following Contracts to be funded from part of the proceeds of the loan and grant:

Tenders are invited for one or more lots.  Each lot must be priced separately.  Tenders for more than one lot may offer discounts and such discounts will be considered in the comparison of tenders.

Tendering for contracts that are to be financed with the proceeds of a loan from the Bank and a grant from SECO is open to firms from any country.

To be qualified for the award of a Contract, Tenderers must satisfy the following minimum criteria:

Experience in at least 2 contracts for supply of similar to be procured goods within the last 5 years, each with a value of at least 750 000 Euros for Lot 1, 70 000 Euros for Lot 2. In case of participation in each of Lot 1 and Lot 2, the threshold is calculated cumulatively. Only those contracts will be taken into account which have been successfully and substantially completed and that are similar to the proposed Goods. The similarity shall be based on the financial value and level of complexity as described in Section VI, Supply Requirements. In addition, the local tenderers shall submit the information about the lack of outstanding tax and social fund payments.

After receiving the appropriate request the electronic version of the documents will be sent to the potential bidder, however, no obligation is accepted in case of loss or late delivery.

A tender security is required. The amount and currency of the tender security shall be:

Lot 1 – 15 000 Euro

Tenders must be delivered to the office at the address below on or before 10^th of January 2020 14:00, at which time they will be opened in the presence of those Tenderers’ representatives who choose to attend.
