Projects’ management support in Liberia

The Global Fund to Fight AIDS, Tuberculosis and Malaria (the “Global Fund”) invites all potential suppliers (the “Bidders”) to submit proposals for the above-captioned Request for Quotation (RFQ).

This RFQ is comprised of the following sections and attachments:

• Section 1: Terms of Reference
• Section 2: Proposal Requirements and Evaluation
• Section 3: Proposal Submission
• Section 4: Legal Matters
• Annex 1: Certificate of Conformance
• Annex 2: The Global Fund Terms and Conditions of Purchase of Services (“Terms and Conditions”).

Overview

This RFQ sets out to recruit a professional experienced in supply chain management, with proven in-country supply chain experience to act as Project Manager for Supply Chain transformation projects funded and /or managed by the Global Fund in the Liberia as well as specific TGF led activities. The individual will report both to the CMO, Ministry of Health in Liberia, as well as TGF.

The Project Manager will perform the following roles:

1. Lead performance management and contract administration of the WFP distribution services contract with the Global Fund for the Ministry of Health (MOH) to ensure compliance with established health commodities distribution SLA & KPIs and sign off on deliverables.
2. Lead facilitation and coordination with different stakeholders within and outside the MOH to provide enabling environment that will support WFP to perform assigned tasks within the health commodities distribution SLA.
3. Lead capacity building of defined MOH team(s) on distribution services contract establishment and management based on standard SLA & KPI
4. Support the MOH Procurement and Supply chain teams to establish a long-term distribution services contract that MOH will administer based on a defined SLA and KPIs.
5. Provide oversight and project management for other Global Fund funded projects in Liberia that may be come in support of the broad supply chain strengthening initiative.

The role will be approximately for a maximum of 18 months, starting July 2021.

The duration set out is approximate; the Global Fund could terminate this service should the services required get null and void. An adequate notice period will be considered as per TGF procurement guidelines.

The Global Fund invites proposals for the above role of Project Manager in Liberia. This position is currently open and available, and a key component of this RFQ is for an individual to be identified, agreed and available to start as soon as possible, on a date to be agreed with The Global Fund.

The duration of this support is subject to an extension should the need arises and depending on budget’s availability.
