Item Description:
The United Nations Global Service Centre (UNGSC) intends to establish a Long-term contract for the Provision and delivery of bulk diesel fuel (European standards EN590) at the United Nations Global Service Centre (UNGSC), Brindisi, Italy, on an “as and when requested basis”.
The Contract will be established for an initial period of three (3) years, with the option to be renewed for two (2) additional periods of one-year each, for a maximum contract period of five (5) years. The UNGSC’s estimated consumption is 100,000 litres of petrodiesel fuel per year, and each order shall range between 1,000 and 25,000 litres.
The provision and distribution of Automotive petrodiesel fuel shall be performed in accordance with the below requirements:
- Italy-based Contractors shall be registered with the relevant professional qualification in the Italian Chamber of Commerce Business Registry, as per art. 26 of the Italian D.Lgs. n. 81/08, and regularly authorized as Fuel Fiscal Deposit as per Italian D.Lgs. n. 504/95 (“Deposito Fiscale Carburanti).
- Foreign-based Contractors shall be registered at the pertinent authority in their country of origin (Chamber of Commerce Business Registry or official register or list) with the relevant professional qualification and regularly authorized as Fuel Fiscal Deposit as per Italian D.Lgs. n. 504/95 (“Deposito Fiscale Carburanti”).
- Subcontracting is not allowed.
- A Bidder may submit an offer in association with other entities, in the form of a joint venture or a consortium.
- The operations of distribution of petrodiesel fuel in grounded fuel tanks must be carried out by specialized personnel, equipped with all the necessary and relevant personal protective equipment.
- All vehicles used by the Contractor for this purpose must be compliant with national and international road traffic rules, regulations, and safety at work; vehicles used to transport the petrodiesel shall be equipped with digital or mechanical volumetric fuel meters. – The Contractor must have specific insurance coverage for incidents/accidents related to the service to be performed for a minimum amount of Euro 500,000.00.
- The Contractor shall comply with the following laws, as a minimum:
- The Italian Legislative Decree No. 81 dated April 9, 2008 (“Testo Unico sulla Sicurezza”) and the UNGSC/international standards concerning occupational safety and health requirements.
- Italian law n. 1839 dated 12 August 1962.
- Italian D.Lgs. 152 dated 3 April 2006.
- European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR).
- Italian road code.
- All other laws, rules, regulations, and standards applicable to this specific field.
- The Contractor shall comply with Italian labor laws applicable to the specified trade as per art. 26 of the Italian D. Lgs. 81/08 during the whole duration of this Contract.
- All services shall be completed within seventy-two (72) hours from the receipt of the relevant order from the UNGSC.
