Provision of Data Collection and Impact Assessments Surveys Services (LTA)

Item Description:

IFAD is seeking to identify a number of competent contractors with experience in the development and administration of surveys to collect data needed for impact assessments in Bolivia, Cameroon, Cape Verde, Cuba, India, Lesotho, Malawi, Moldova (Republic of), Mozambique, Nepal, Peru, Philippines, Solomon Islands, Sudan, Tonga, Tunisia, Uganda, Vietnam and Zambia.

The Research and Impact Assessment Division (RIA) within the Strategy and Knowledge Department (SKD) at IFAD, provides technical support to the Programming and Management Department (PMD) to mainstream impact assessments into IFAD-supported projects, and build government capacity for impact assessments and evidence-based policy making.

As part of the Eleventh Replenishment of IFAD resources, IFAD will continue to be committed to conduct rigorous impact assessments with ex-ante and ex-post evaluation designs. Therefore, 15-20% of projects within the portfolio are being selected for impact assessments using quasi-experimental or experimental designs.

IFAD emphasizes client ownership of impact in order to maximize their use and relevance for the client’s policy learning needs; and client capacity development through learning by doing.
Therefore, IFAD will be technically and financially supporting ex-ante and ex-post designed impact assessments in the next three years, spanning in various countries and regions.
