The Global Fund to Fight AIDS, Tuberculosis and Malaria (the “Global Fund”) invites all potential suppliers (the “Bidders”) to submit proposals for the above-captioned Request for Proposals (RFP).
This RFP is comprised of the following sections and attachments:

- Section 2: Proposal Requirements and Evaluation
- Section 3: Proposal Submission
- Section 4: Legal Matters
- Annex 1: Certificate of Conformance
- Annex 2: The Global Fund Terms and Conditions of Purchase of Services (“Terms and Conditions”)
Request for Proposals
The Global Fund is seeking one expert consultant to provide Microsoft 365 Technical analysis and expertise for the Digital Workplace and Collaborative Solutions teams. The consultant will be required to provide experienced technical analysis and advisory services for Global Fund IT projects and ongoing activities, particularly but not limited to around the Microsoft 365 applications. This position will also serve as the main focal point for the Document Management environment (SharePoint Online).
Scope/Objective
The Future of Work (FOW) project underway at the Global Fund aims to transform the Global Fund from a traditional office-based working model to a flexible hybrid working model. A key success factor in this transition is ensuring that the Global Fund workforce has the digital culture, skills, and tools it needs to thrive in an increasingly digital environment.
The Future of Work initiative focuses on the strategic, organization level elements required for this transition and has four key workstreams: Optimizing our Technology, Leveraging Integration and Automation, Building a Digitally Skilled Workforce and Evolving our Digital Culture.
The Digital Workplace Initiatives (DWI) is closely linked to the Future of Work project and provides the day-to-day implementation of the recommendations emerging from the FOW project. Beyond the Future of Work, the objective of the Digital Workplace Initiative is to optimize end user adoption and usage of the portfolio of digital workplace applications available at the Global Fund, primarily the Microsoft 365 suite of tools.
The DWI provides advisory and expert services to the Global Fund on how it can best leverage these tools to maximize the return on investment and minimize redundancies and inefficiencies in current work processes and practices.
The DWI project consists of both backend – governance, policy settings, security, usage reporting as well as frontend support to users via product rollouts, direct user support, developing and giving end user trainings, testing new features, engaging with Digital Champions Network and other topics as identified by the Lead, Digital Workplace.
To achieve the objective of leveraging the integration between applications and the opportunities for automation, a strong knowledge of the Power Platform, especially Power Automate and PowerApps is essential.
The M365 Technical Expert also plays a key role on advising the organization regarding upcoming changes in the Microsoft environment and their potential implications for the Global Fund. It is essential that the person selected for this role remains up to date on items on the roadmap and being discussed in the broader, global technical community.
