Provision of Institutional Evaluation Services – PARM

Item Description:

The International Fund for Agricultural Development (IFAD), a specialized agency of the United Nations based in Rome, Italy, hereby solicits proposals for the above services.

In July 2016 a Mid-Term evaluation was launched and provided insight on how to improve the overall activities of PARM at the Secretariat and country level. By the end of 2018 PARM will be closing the 4 year mandate. A final evaluation of the PARM process will be submitted to the Steering Committee in order to assess the achievements, lessons learnt of the program as well as to improve the work for the second phase of PARM Horizon 2 (2019-2024). The PARM Monitoring and Evaluation Plan is conceived as a tool to systematically monitor and evaluate the objectives and results of the Logical Framework.

The evaluation is proposed to allow PARM Secretariat, the Steering Committee and the development partners to identify the strengthens and the weakness of PARM process and interventions, starting from the methodology and its application at coordination and country level. A particular emphasis will be given to the different layers of partnership along PARM process and the best way to make it more efficient defining the role and responsibilities of each one. The findings of the evaluation are expected to contribute to make the process more efficient and timely aligned with Governments and strategic partners priorities during PARM Horizon 2.

The budget limit for this service, all included, is USD 150,000.
