Provision of Legal Services

The European Union Agency for Asylum (EUAA), referred to below as the contracting authority, is planning to award multiple contracts (one per each lot) resulting from the above procurement procedure. The procurement documents consist of the contract notice, the invitation letter, the draft contract and tender specifications with their respective annexes. Overall objective

The EUAA needs the provision of legal services to be delivered in accordance with the highest standards of quality on often short deadlines, to a medium-sized and dynamic EU Agency with a recently reinforced mandate. The legal services to be provided by the Contractor(s) under the Framework Contracts at hand aim to contribute to a solid and legally sound environment for the EUAA to implement its mandate, carry out its activities and mitigate any related legal risks. As such, the objective of these Framework Contracts is the provision of legal advice in a variety of legal subject- areas, including litigation services, in the following areas

• Lot 1 – EU civil service and employment law,
• Lot 2 – EU procurement law and corporate governance,
• Lot 3 – data protection, information technology and intellectual property rights law,
• Lot 4 – EUAA core business.

Purpose

The legal services to be provided under the Framework Contracts should be complementary to the capabilities of the EUAA’s own in-house legal function in contributing to the overall objective set out in Section 2.1 of the Technical Specifications, and should be based inter-alia, on a proper understanding of a variety of areas of European, international and national laws and regulations.
